As an important part of political and ideological education in higher schools,legal education and its effectiveness have a close connection with the pace and result of building a legal system with Chinese characteristics.It also has an impact on progress and quality of China's efforts to build a law-based government,society and nation.As college students represent the forces to build and develop the future society of the nation,it has become an important task for both the Party and the Chinese government to teach them to respect,protect,observe,believe in law and make full use of it.The Guideline for Legal Education of the Youth,released by the Ministry of Education,the Ministry of Justice and the State Office for Popularizing Legal Education on June 28th,2016,proposed specific requirements to improve the effectiveness of legal education in higher schools.In 2019,General Secretary Xi Jinping unveiled the requirements called "Eight Uuities" that political and ideological theory classes must adhere to.In doing so,he intended to improve the pertinence and effectiveness of the education.These requirements offer directions not only for the reform and innovation of political and ideological theory classes but also for improving the effectiveness,pertinence,thoughtfu-lness.Therefore,the article systematically analyses all factors influencing the teaching and learning of legal lessons in higher schools according to the textbook Ideological and Moral Cultivation and Basic Law Education.In addition,the paper also advocates some approaches to improve the effectiveness of the class on that basis.In the new era,studying this effectiveness from the currcular perspective has both theoretical and realistic significance.It will help us clear out the core of the teaching,thus giving some theoretical support so that consensus on goals of the legal education can be reached.It will help foster the confidence of college students in our legal theory and path with Chinese characteristics from the perspective of rule of law.It will help guide college students adapt themselves to a rational and civilized lifestyle of rule of law.At the meantime,it also offers some intellectual support to the reform and innovation of legal education and teaching styles of universities.In this way,it offers a helping hand in making legal education in higher schools more targeted and effective.Under the guidance of the research method featuring combination of theory and practice,the article,on the basis of identifying the definition of legal education in higher schools and under the guidance of connotation of its effectiveness,conducts its research with the method of"Finding related theories--making measuring tools--handing out questionnaires--conducting the survey--analyzing the sample data--roposing the proper approaches",First,the article chooses Humanism of Marxism as the direction that legal education in higher schools should work towards,uses Marxist concept of rule of law to tell whom we are teaching for and uses theory on legal education of the Communist Party of China to make clear the content of this teaching.I chose effective teaching theory and Tyler 's theory on curriculum to form the basis of methodology on which we can promote the effectiveness of legal education in higher schools.Next,the article,on the basis of indicators and principles of the effectiveness of legal education in higher schools,independently proposes the measuring tools used to assess the effectiveness from the subject of teachers and students respectively.So it has the reliable measuring tools of weighing the credibility and effectiveness.Last,I handed out questionnaires and conducted the survey as well as made an objective analysis over progress made in legal education in higher schools,its shortcomings and constraint factors with the assistance of statistical analysis software SPSS26.0.After the analysis,the article finds out obvious progress has been made in legal education in higher schools,which include basic knowledge of law,legal ideology of Chinese characteristics,law-based values and lifestyles.But at the same time,some shortcomings still exist in the education,such as the superficial knowledge of law mastered by college students,their lack of capacity to tackle problems with the law knowledge,their insufficient professional training on law-based thinking modes and not-so-diversified teaching methods.All the shortcomings mentioned above and beyond have a negative impact on improvement of the effectiveness of legal education inhigher schools.The main causes of these shortcomings are the disparity of teachers' qualities,lack of effective integration of legal curriculum in higher schools and lack of proper assessment mechanisms,etc.To address the problems mentioned above,the article offers five approaches:First,we should help college students form their own legal values under the guidance of socialist core values so as to address issues of insufficient class hours of basic law knowledge classes and insufficient integration of political and ideological education and legal education.Second,we should make the concept of rights as the core to develop the goals of legal education in higher schools so as to address the controversies over goals of legal education in higher schools.Third,we need to invigorate all necessary factors to muster joint efforts to increase impetus for teachers to teach and for students to learn.Forth,we should promote the effectiveness of legal education in higher schools through adopting new legal education philosophies and methods so as to make legal education more targeted.Forth,we should promote the effectiveness by further increasing assessment standards and principles.Fifth,we need to promote the effectiveness of discourse of legal education by integrating and transforming the discourse system so as to deal with the issue of insufficient training on law-based thinking modes.The research on effectiveness of legal education in higher schools is not only an important issue of theory but also a major issue of educational practice that needs solving.Such conclusions are drawn in the article on the basis of the empirical study:First,to form a consensus on goals of legal education in higher schools is a key factor for the improvement of the effectiveness of the education.Second,proper teaching methods play active roles in improving the effectiveness of the education.Third,training a group of excellent teachers is an important support to promote the effectiveness.Forth,the insufficient training on college students' law-based thinking modes is a weak spot of legal education in higher schools.Fifth,lack of effective assessment methods and mechanisms still exist.The legal education in higher schools in the new era should have a deep understanding of the importance of teaching methods of legal education while stressing the importance on the process of the ontology and value theory.I hope that we can make Xi Jinping Thought on rule of law a leading force of the legal education in higher schools,and constantly make rule of law more an individual demand than an ideal pursuit and spare no efforts to make rule of law become personal belief and behavior of students from a thinking style and a social demand so as to improve the legal education in higher schools,thus ensuring the constant progress in effectiveness of legal education in higher schools.
