It was pointed out by Chairman Mao Zedong that "No correct political point of view is same as no soul." Young people are the future of the motherland and the hope of the nation while colleges and universities are the important base for educating and training young talents. It is pointed out by the Party Central Committee and the State Council in Further Enhancing and Improving Ideological and Political Education of Undergraduates:it is of great and profound significance to enhance and improve the ideological and political education of undergraduates, improve their ideological and political quality, bring them up into the constructors and the successor of the socialist career with Chinese characteristics so as to implement the strategy of invigorating the country through science, technology and education and reinvigorating China through human resource development in an all-round way, ensuring the invincible position of China in the severe international competition, ensuring the achievement of the grand goal of building a well-off society in an all-round way and quickening the socialist modernization and ensuring the flourishing and successive socialist career with Chinese characteristics". Undergraduates’political quality evaluation embodies in the aspects of political thought, cognition, identity and behavior and so on. According to the requirements of political education of the party and the nation, as well as necessary basic condition and essential demand for college students’ political activities, this evaluation sets up index system, by operable scientific means and systematically searching for information and material, via analyzing and organizing to assess, evaluate and giving feedback, to provide the reliable basis for the party and the nation’ effective management and right decisions in the area of college students’ ideological and political education, and then comprehensively enhance the effectiveness of college students’ political education.At present, the international western hostile forces are further intensifying the political attempt of westernizing and splitting up China, multiple economic sectors coexist, the ideological concepts are becoming further multiple, especially, with the wide use of the new-type media such as blog, microblog and the rapid popularization of the advanced information tools such as I-phone and I-pad, the thoughts and behaviors of the undergraduates are affected to some extent. The rapid change and development of the above-mentioned international and national objective environment urges us to study the undergraduates’ political quality evaluation. Then, how to evaluate the undergraduates’political quality? With the development and progress of the times, what connotation and fresh meaning is endowed to the contemporary undergraduates’political quality? What role of the evaluation as a detection and diagnosis tool in improving the undergraduates’political quality? How to reasonably arrange and determine the indicator system and weight coefficient of undergraduates’political quality evaluation? How to reasonably arrange the evaluation grade and remarks to reasonably evaluate the undergraduates’ political quality? All of these things are the important tasks for the undergraduates’ideological and political education evaluation workers for serious consideration. Through the long-term theoretical learning and the accumulation of experience in practice, the author will try to give a systematic answer to the above-mentioned questions.This dissertation is composed of7chapters, with the main contents as follows:Chapter I Introduction states the basic issues of "study on undergraduates’ political quality evaluation" as a top selected. It includes the purpose and significance of the topic selected, present study situation, study objectives, research method, technical route and innovation. This dissertation holds that the study on undergraduates’political quality evaluation is of strategic significance in the following two aspects:first, it is advantageous for the party and the nation to dynamically evaluate and judge the status of the undergraduates’ political quality, dynamically understand the political thoughts and behaviors of the contemporary undergraduates so as to have a definite object in view and improve the occasion in work and last the stability and durable peace of the nation; second, it is advantageous to build up the solid political soul for the contemporary undergraduates and promote the healthy development of the undergraduates’ political quality through bringing into play the orientation function of the indicators and weight coefficients of undergraduates’political quality evaluation so as to enable the undergraduates to become the qualified constructors and reliable successors of the Party and the nation. This dissertation searches the present international study situation of the top selected and studies the present situation in five developed countries including U. S. A, U. K, French, Germany and Japan as the representatives and studies the present situation in China around the significance, concept, contents and method of evaluation. This dissertation holds that the constitution and the history of so many foreign countries differ from China while the relative study on undergraduates’political quality evaluation serves the capitalistic democratic politics, so the ideas and contents are not consistent with the national situation of China and it is not worthy of reference, however, their advanced quantitative evaluation methods and tools can be referenced by us. The relative theoretical study is relatively rich in China, however, the practice, such as evaluation indicator design, determination of rationality of weight coefficients, evaluation of working procedure and so on shall be further deeply studied. The study objective is to establish the practical and reasonable undergraduates’political quality evaluation system based on the development of times. This dissertation, guided by dialectical materialism and historical materialism, makes a full use of the related knowledge such as pedagogy, political science, contemporary ideological and political pedagogy, evaluation science, psychology, the science of youth, computing mathematics and so on.The research method adopts the literature research method, expert interview, questionnaire method and on-the-spot investigation method to study the theory and practice of undergraduates’ political quality evaluation. The main innovative points include:defining the concept of undergraduates’political quality; determining the reasonable evaluation indicators and weight coefficients undergraduates and initially developing the undergraduates’political quality evaluation informatization software in China.Chapter Ⅱ studies the category of undergraduates’political quality. Based on definition of the core concepts including politics, quality, political quality, undergraduates’political quality and undergraduates’political quality evaluation, this dissertation further defines two grade-one indicators of undergraduates’political quality evaluation, namely internalized political quality and concept of political quality and then respectively defines four grade-two indicators of undergraduates’political quality evaluation, namely political consciousness quality, political cognition quality, political identification quality and political behavior quality; finally, it studies the characteristics, functions and principles of undergraduates’ political quality evaluation. This dissertation indicates that the connotation of politics is the economic and social activity dominantly or invisibly developed around the national public power. The connotation of quality is just the essence of the matter, as to the human being, it refers to the relatively stable psychological character, personality, knowledge and ability formed by the internalization of the knowledge, affected by the acquired education and social environment based on the inborn physiological basis. The connotation of undergraduates’political quality refers to the interest judgment, cognition degree and the ability of identification with internalization and behavior held around the national public power and in its operation process. According to the development stage of the undergraduates’political quality, its denotation is mainly divided into internalized political quality and externalized political quality, among which the internalized political quality can be further subdivided into political consciousness quality and political cognition quality. This dissertation also systematically sums up the characteristics of comprehensiveness, dynamics, contrastivity and systematicness of the undergraduates’political quality evaluation; analyzes the functions of the undergraduates’ political quality evaluation, including guidance, judgment, excitation, selection, function, diagnosis, adjustment, intensification and inhibition and consultation; illuminates the principles of the undergraduates’political quality evaluation, including direction, objectivity, mensurability, human-orientation, combination of qualitative and quantitative method and static and dynamic method.Chapter III analyzes the historical background and realistic significance of the undergraduates’political quality evaluation. This dissertation makes the analysis from three aspects including the international situation of economic globalization and ideological pluralism, the national situation of the citizen education in the mid stage of industrialization and the situation of the Party confronted with four challenges and dangers. This dissertation holds that the western hostile forces strengthen the westernizing and splitting up China at present and they increase the filtration force in the ideology of the teenager in China with the new media; China is now just in an important stage of building up a well-off society in an all-round way, industrialization, agricultural modernization, urbanization and informatization are synchronistically developing. In order to achieve the strategic task of building the socialism with Chinese characteristics, it is urgently necessary to pay attention to and strengthen the citizen education, cultivate the consciousness and ability of the citizens participating in the national and the social life in China; meanwhile, the effective implementation of the citizen education, needs the remarkable improvement of the undergraduates’political quality in China and the effective evaluation of the political quality; four challenges (ruling, reform and opening-up, market economy and external environment) and four danger (lacking in drive, incompetence, being out of touch with the people, corruption and other misconduct.) are acutely thrown to the Party, so it is necessary to evaluate the undergraduates’ political quality so as to realize the additive effects of the international situation, the national situation and the situation of Party. Then, this dissertation discusses the realistic significance from three aspects that the undergraduates’ political quality evaluation is advantageous to promote the healthy growth and development of the undergraduates in colleges and universities, improve the scientific level of the ideological and political education in colleges and universities and enhance the actual effect of the ideological and political education.Chapter IV illuminates the theoretical basis of the undergraduates’political quality. The undergraduates’ political quality evaluation cannot be separated from the effective guidance of the scientific theory and the scientific and effective implementation of the undergraduates’ political quality evaluation is advantageous to embody the theory in the practice and promote the scientific development of the theory. This dissertation holds that the theories including Marxist materialistic dialectics, theory of human overall development, theory of human political quality from the Marxist workers in China, regulation and evaluation theory, political cognition and participation theory, political socialization theory, Kos evaluation theory, fuzzy evaluation theory, education measurement and evaluation theory, education human-oriented theory and behavioral science theory, are the solid foundation for developing the undergraduates’political quality evaluation. Among them, Marxism held the materialistic dialectics that the social being determines social consciousness and social consciousness and the social consciousness has active adverse effect on the social being; the matters in the world are in common connection; all matters are in development and change and human overall development. These important discussions by Mao Zedong, Deng Xiaoping, Jiang Zeming, Hu Jintao and Xi Jinping, provides the scientific theoretical guidance for evaluating the undergraduates’political quality.Chapter V collates and stipulates the indicator system of the undergraduates’political quality evaluation. This dissertation holds that the indicator system of the undergraduates’ political quality evaluation is composed of evaluation indicator system reflecting the undergraduates’political quality evaluation goals and the corresponding indicator weight system and indicator evaluation standard. The indicator design procedure of the undergraduates’political quality evaluation include the determination of evaluation indicators and indicator system; determination of weight coefficient; setting of the indicator grade; preparation of trial evaluation and evaluation inspection scheme; evaluation to make a conclusion and so on. In addition, this dissertation designs and establishes the evaluation indictor table and weight coefficients of the undergraduates’political quality evaluation from four dimensionalities including social group, ideological and political education experts, front-line instructors and the undergraduates. It adopts the questionnaire survey method and establishes the grade one and two indicator system and weight of the undergraduates’political quality evaluation from the dimensionality of the undergraduates; the grade one and two indicator system and weight from the dimensionality of the front-line instructors; arranges the grade one and two indicator system and weight of the undergraduates’ political quality evaluation from the dimensionality of the ideological and political education experts with the expert consultant method and arranges the grade one and two indicator system and weight from the dimensionality of the social group; finally, it analyzes and collects the data for summation and getting the mean value and finally determines the grade one and two indicator system and weight coefficient.Chapter Ⅵ clarifies the operation system of undergraduates’ political quality evaluation. This dissertation draws the operation system chart for undergraduates’political quality evaluation and defines that the undergraduates’ political quality evaluation is divided into initiation stage, operation stage and result feedback and filing stage. Initiation stage is the foundation of undergraduates’ political quality evaluation, so it is necessary to get done with the establishment of evaluation organization system, the determination of evaluation target, scheme and indicator system and the implementation of evaluation publicity. Operation system is the core stage of undergraduates’ political quality evaluation, and it is required to complete the collection of evaluation information, process of evaluation data, self-evaluation and administrator-evaluation according to the evaluation scoring procedure, and the summarizing of evaluation results in the end. Result feedback and filing stage is the functional stage of undergraduates’ political quality evaluation. In this stage, it is required to examine the evaluation quality, write evaluation report, announce the evaluation result to relevant departments and individuals, and file up. This dissertation adopts questionnaire survey method which sets the evaluation grade and comment at undergraduate level, experts consultation method which sets the evaluation grade and comment at front-line instructor level and ideological and political experts level, and social survey method which sets the evaluation grade and comment at social group level; and analyze and determine the evaluate grade and comment in conclusion. In addition, this dissertation gives examples, such as the research on application of Kirkpatrick Model in the political quality evaluation of "Young Marxist Cultivation Project", and the empirical analysis of the application of fuzzy evaluation theory in undergraduates’political quality evaluation.Chapter Ⅶ researches and develops the informatization evaluation software for undergraduates’ political quality evaluation. This dissertation researches and develops the informatization evaluation software for undergraduates’ political quality evaluation, and makes in-depth analysis and research on information input, processing and output stage of undergraduates’ political quality evaluation. Finally, relevant questionnaires are attached.
