On the other hand, they need legitimacy under the guidance of the implementation of management measures to win the support of the people.It visible exists that the demands of the service-oriented government responsibility ethical theory and reality. Service-oriented government will inevitably require the government to the aim of serving the people, conscientiously perform their duties, to take responsibility in terms of economic, political, cultural, social, ecological, and scientific management.Grassroots government more contact with the masses of the people, and more service agencies. Its responsibility of ethical philosophy and practice, not only affects the public’s overall evaluation and also relations to truly fulfill its responsibilities, making the benefit for the party.In practice, with the reform and development, Grass-roots government is also facing challenges. In order to pursuit short-term achievements, some grassroots governments at the expense of the ecological development, the health of the people for creating achievements, which may take given the specific effect, but contrary to the basic ethical norms of public administration, and can not be sustainable development, and even cause responsible for surface impact.This practice clearly departure from the ultimate goal of the service-oriented government. If we do not clear the grassroots government’s responsibility, our construction practice may go astray. Therefore, building the grassroots government’s responsibility ethics, seeking basic system of ethics support for a variety of management and service activities, has a very important significance.This paper analyzes the concept and theoretical basis of the ethics of responsibility, and learns the thinking of Chinese traditional political responsibility ethical.
