Ideological publicity has always been a vital theoretical and practical issue concerning the overall situation of the Party and state in the course of socialist revolution, construction, reform and development. In the past over sixty years after the founding of New China, Chinese society has witnessed great changes in economy, politics and culture. According to the basic concepts of Marxist historical materialism, ideological publicity of Chinese Communist Party, as important ruling resources, should make changes and adjustments accordingly to fulfill the needs of the overall affairs of the Party and state as well as the development of social situation, thus continuously performing its due function in the process of Chinese revolution, construction, reform and development under the leadership of Chinese Communist Party.Under the guidance of ideological publicity transition of Chinese Communist Party, this dissertation conducts systematic academic review and theoretical analysis of the process of ideological publicity transition of Chinese Communist Party since the founding of P.R.C, mainly on its content system, ways of expression, operational mechanism and coordination with the external environment. Taking the practicing process of Chinese socialist movement as the grand historical background, the practice of ideological publicity of the Party itself as a relatively independent and open system, the emphasis is placed on investigating in the practicing process and basic structure of ideological publicity transition of the Party, with focus on why it changed, what it changed into, and the path of changing, i.e. with or without major changes in concepts and contents, great alteration in expression, important adjustment in operational mechanism, and dynamic coordination with the external environment. Based on the practice of ideological publicity itself and in search of the points where ideological publicity changed, this dissertation marks off the stages of the practicing process of ideological publicity transition, thus gaining the knowledge of the transition process and operation logic of ideological publicity of the Party under the historical trends.Firstly, analysis and illustration is given to the basic theoretical issue of ideological publicity in the process of Chinese socialist movement. Regarding "publicity" as an international phenomenon and a worldwide movement, its evolvement trace in the West is explored and the ideological origin of "ideological publicity" is inquired and understood through the discussion of classical Marxist writers. Meanwhile,"revolution orientation","value reconstruction" and "consensus building" are used as threads to discover the transition path of the concept of "ideological publicity" in the practice of ideological publicity of the Party. The essential attributes of the concept of "ideological publicity" in Chinese Marxism context are identified panoramically through the review and analysis of the history.Secondly, analysis is conducted on the connotation and dynamic mechanism of ideological publicity transition of Chinese Communist Party. Dimension and validity of ideological publicity transition of the Party is influenced by the position of ideological publicity in the whole social structure and restricted to the scientificity, operability and guidance quality of its practice, which is often reflected by the inherent components and systematic efficiency of ideological publicity transition. The analysis of the connotation of ideological publicity transition is deconstructed into four aspects, namely explanatory of the content system, appetency of expression, modernity of operational mechanism and coordination with the external environment. Furthermore, the dynamic mechanism of ideological publicity transition is analyzed in five aspects:strong support for consolidating the ruling status, requirement for socialism development, economic globalization, development of mass media and the function of ideological benefit conformity.Thirdly, review is done on exploration and transition of ideological publicity of the Party since the establishment of P.R.C, which is divided into two phases:before and after reform and opening. In1949when New China was founded, the theory and practice of ideological publicity of the Party guided by serving for "revolution" became mature and fixed, which was the starting point of analyzing the ideological publicity transition after the founding of the state; from1949to1957, Chinese Communist Party started and expanded the exploration and foundation of "value reconstructional" ideological publicity under the ruling condition; from1957to1978, the special phenomenon of movement publicity,"taking the class struggle as the key link", was presented in ideological publicity of the Party and it experienced "power interaction" between ideological publicity and class struggle. In the over30years after the reform and opening, ideological publicity transition experienced four basic phases:from1978to1989, when ideological publicity of the Party started to "transform" by "clarify confusion and bring things back to order", marking the beginning of "transformation and modification" along with reform and opening; from1989to1992,"political turmoil" made ideological publicity "a vitally important position", entering a time of comprehensive reflection and rectification; from1992to2002, profound adjustment and major reform in ideological publicity was conducted to adapt to socialist market economic system; since2002, confronted with the rapidly changing international situation and arduous and ordurous tasks of reform, development and stabilization, ideological publicity has persisted in holding high the banner, focusing on the overall situation, serving people, reforming and innovating, achieved new striding-over, and walked out a way of socialism with Chinese characteristics cultural development.Finally, analysis and judgment is made on the basic route of ideological publicity transition of Chinese Communist Party. On the basis of summarizing lessons and extracting regular rules from ideological publicity transition, this dissertation objectively analyzes the new situation and challenges faced with ideological publicity under the background of the new era, and then puts forward the basic tendency and path selection of the future ideological publicity transition of the Party. The inspiration acquired from investigating in the process of ideological publicity transition is refined into "four rational understanding", which are rational understanding of the basic rules of ideological publicity transition, of the relationship between the ruling party and mass media in ideological publicity, of the relationship between reflecting the Party’s will and expressing people’s feelings in ideological publicity, and of the relationship between "publicity image" of the Party and the enhancement of governance ability. The path selection of the future ideological publicity transition of the Party is abstracted as to scientifically construct its discourse authority, actively expand its range, practically improve its approaches, and gradually perfect its system and mechanism.
