On Incorrupt Government And Its Publicity

Abstract:Incorrupt government is an important problem in political ethics. Incorrupt government not only means the clean of government and government stuff, but also includes incorrupt officials, cheap government and legislation of clean politics. Publicity is the fundament of incorrupt government.Publicity is an idea which opposite to privacy, it means some characteristic that shared by something and the public or community. The political publicity could be divided into public interest, public reason and public power. Public interest is the core problem of public affairs as well as the beginning of political publicity. Public reason aims at the realization and reasonable distribution of public interest. Public power is the essence of public politics, it must be reflected and restricted by public reason. Incorrupt government is notoriously only the virtue of public servants and the requirement of public power, but also the appealing and realization of public interest. As the recognition and discussion of public interest, public reason restricts public power and public servants that their decision and activities must aim at public interest.Incorrupt government has a long history of theory and practice. Publicity is the core connotation of both Chinese and western incorrupt theory and practice, it reflects from the public origin of government power; the upholding of public interest; the virtue in public affairs and the primitive citizen participation. Form the angle of modern political theory, there are two problems related in incorrupt government ethics. In which public interest is the core value of incorrupt government, popular sovereignty is not only the foundation and origin of the publicity of government, but also the legal principle basis of incorrupt government, the virtue of incorrupt is derived from public interest and popular sovereignty.Corruption is the subversion of publicity, and incorrupt government is the return of publicity. As the subversion of publicity, corruption usually expressed as the abusing of public power, the loss of public reason and the erosion of public interest. Incorrupt government construction aims at the return of publicity during the public administration, it includes legislation of clean politics, cheap government and probity officials.The incorrupt government which based on public interest, public reason and restricted public power is the basic realization of publicity. A higher realization of publicity is the maximization and optimization of public interest which based on the incorrupt and efficient government and the fulfilling of its social function, which is good politics. The ultimate goal of incorrupt government construction a good governance on the whole society, which is also the complete realization of publicity.
