To begin with, the disaster characteristic and the evolution rule of the coal mine gas explosion are summarized systematically in this paper. Then the coal mine emergency rescue system is established on the basis of time series. Regarding the coal mine emergency rescue system structure as the information structure, the orderliness and the flexibility of the coal mine emergency rescue system are identified from the view of information system with the organizational structure being abstracted as a network. The brittleness of the coal mine emergency rescue system is analyzed under the guideline of the complex system brittleness theory. With C2organization design theory, the design method of coal mine emergency rescue organization is put forward, and the C3mode of the coal mine emergency rescue organization structure is established. The test method of the coal mine emergency rescue organization efficiency is set up, and the applied research is carried out. Finally, the rescue target after the coal mine gas explosion is decomposed into multiple subtasks according to the task decomposition principle and the decomposition method. The subtask classification model is set up, and the priority of the subtask execution is ascertained. In order to gain, process, transfer and analyze the site environmental information of the emergency rescue in time, all combat units involved in the emergency rescue are brought into the battle management, and the dynamic monitoring and early warning mechanism of the underground disaster environment is established. In this way, the dynamic mobilization of rescue forces is achieved.
