With the expansion of the applications of geographic information services, more and moreenterprises or organizations open their own geospatial data and software functions as geographicinformation services for people to use, which has effectively promoted the sharing andfunctionality reuse of geographic information. As a result, the number of geographic informationservice increases greatly. However, while benefiting from the convenience of geospatial resourcesearch through keywords and combining spatial filtering conditions of WCS (Web CatalogService), users always encounter the problem of low comprehension and precision. Facing anincreasingly large services group, how to automatically, quickly and accurately find the targetservice has become the bottleneck of the further development and application of geographicinformation services. Therefore, the paper imports information retrieval technology, semanticweb technology, semantic service technology, so as to solve the current problem in thegeographical information service matching and discovery. As a whole, four aspects, such assemantic annotation algorithm based on the geographical concept matching, strategy ofintegration OWS services with WSDL service descriptions for SOA framework, geospatialsemantic similarity measurement model based on the DL concept description, and fusionalgorism of geospatial semantic similarity measurement model and subsumption reasoningmodel based service semantic matching algorism are discussed in depth. In the thesis, researchon theoretical methods and key technologies of semantic annotation based geographicalinformation service framework has yielded some results. The main achievement and innovationare described as follows:1. The background, significance, related theory and basic technology of geographicinformation semantic service are anlalyzed. Starting from the change of geographic informationsemantic service model, as well as summarization of the existed problems in the sharing andIntegration of geographic information service, research progress on theory and application ofsemantic annotation based geographical information service is anlalyzed. It is pointed out thatthe study of geographic information semantic services mechanism on the basis of using semanticannotation technology is of great significance. At the same time it has broad applicationprospects. The paper has studied the theory foundation and key technologies of semanticannotation based geographic information services, and then proposed framework andmethodology for semantic annotation based geographic information services. What is more, thepaper summarizes the semantic mechanism of geographic information service matching anddiscovery in the end.2. In order to realize multi-ontology annotation of geographic information service, the paper has created a three-tier geographic ontology for service semantic annotation. And then the paperhas used the ontology engineering method to develop a domain ontology and applicationontology for semantic annotation. And a lightweight application ontology development model isestablished. At the same time, in order to improve automation degree of semantic annotation, thepaper has introduced semantic annotation algorithm of geographic information services based ongeographical concept matching. What is more, the paper has realized optimization of semanticannotation algorithm based on PageRank with the method to take the geographical concept mapstructure into account. The abstract model and workflow for service semantic annotation isdesigned. Based on this, the paper has sudied the SOA framework oriented fusion strategy forOWS services and WSDL service descriptions based on semantic annotation technology.Mapping technique between WSDL description and the OGC standard network servicesdescription is designed, so as to achieve integration of the OGC and W3C Web servicesstandards.3. Starting from the requirements of series of problems in similar processing, so as tosupport application of semantic annotation based intelligent geographic information services, thepaper has proposed geospatial semantic similarity measurement method based on the DL conceptdescription. In the paper, previous research on semantic similarity calculation has beensummarized, and the conceptual level of spatial semantic similarity measurement framework hasbeen designed. Based on semantic similarity measurement framework, the paper has proposed ageospatial semantic similarity measure algorism for DL concept description, so as to access thesort of geospatial semantic similarity in conceptual level. Finally, the experimental test forconcept similarity has been designed and the test results have proved the highly correlatedbetween the sort of human similarity sorting and spatial semantic similarity measurementmethod. In the end, the feasibility of this geospatial semantic similarity measurement method hasbeen verified.4. Based on combination method of similarity measure model and subsumption reasoning, asemantic matching and service discovery algorism has been proposed. First, the paper hasdescribed the method of standard OGC catalog, and has also gived the details of the OGCcatalog specification framework, and have summarized the limitations of the discoverymechanism in OGC catalog service; Based on this, the paper has proposed fusion similaritymeasure model. The mixed mode has combined the subsumption reasoning services withsimilarity measure model, so as to construct semantic matching algorithm. In order to solve theproblems in the existing service discovery methods, integration mode between semantic servicediscovery engine and OGC open source catalog is described, to realize semantic query expansionwith WSML query target definition based on semantic matching algorithm, and has given the overall framework for the design and implementation of the strategy of semantic catalog.5. Semantic annotation based geographic information intelligent service frameworkprototype system has been build, which supports service semantic annotation, service registry,catalog management, service matching and discovery. And an integrated experimentalenvironment has been estabished, so as to explore its applications of dynamic informationsharing services in intelligent transportation. Based on Liferay Portal platform, an experimentprototype service portal website is developed. In virtue of semantic extension interface of OGCCatalog Service, one experiment platform has been built so as to realize the centralized release,semantic search, service matching and discovery of transport information. The experimentsystem can realize the dynamic share of car flux information in intelligent transportation system,which has proved that the proposed semantic model of the information intelligence serviceframework based on semantic annotation technology is of great practical value.
