Research Into The Mechanism And Practical Development Of Enclave Industry

The concept of enclave is a geographical one at the earliest. It refers to a small territory of one state, surrounded by that of another, separated from the main one. Later on, this concept has been used in political, economical, cultural fields and etc. In China, the terms like "enclave industry" and "enclave economy" first appeared at the beginning of this century. Since the reform and opening up of China,"unbalanced growth" which dominated Chinese economy at the time has resulted in the coexistence of sustained development of economy and serious unbalanced development of the area. Against this background, owing to saturation of the use of land and upgrading of industry transformation in the process of urbanization and industrialization, some low-level industries have to move out, and under-developed areas, in order to speed up the economic development of the areas, need desperately to undertake the projects of industry transfer. Thus, development patterns like "enclave industry" and "enclave economy" emerge as the times require in the East-coast developed provinces of China, and spread gradually to the inland in the Midwest. However, from the angle of the need of practical development, the probe into enclave industry patterns in China is far from enough. Great disputes about the practical significance and values of the theories of enclave industry development in the academic circles still exist. In view of it, the operation mechanism, mechanism of action and development path choice of enclave industry development patterns are well worth further study and argumentation.This dissertation, in the first place, under the guidance of Marxism economic theory, systematically sorts out pertinent literature on enclave industry development at home and abroad, laying theoretical foundation for further research into enclave industry development. Then, from the point of view of profit analysis, the dissertation studies inherent operation mechanism and mechanism of action of enclave industry development, and establishes the basic logical analytical framework of interactive development of enclave industry and regional economy. In the next place, in order to illustrate the objective inevitability and practical rationality of the existence and development of enclave industry patterns, the dissertation observes and studies the practice of enclave industry development in China, analyzes the effects of development, dissects existing problems, probes into root causes, and adopts the means of model research and quantitative analysis to further expound and offer real evidence for the effects of enclave industry development. Then, to clarify the developing trend and direction of enclave industry, the dissertation makes a comparative analysis of the main enclave industrial patterns and uses the experiences for reference. Finally, according to regional characteristics, resource endowment and objective needs for industrial development, it offers overall paths and puts forward policy suggestions on enclave industry in China, including Fujian Province.After the study of theories and cases, we come to the conclusion:putting enclave industry into effect is a very important pattern to facilitate orderly efficient industry transfer, industrialization process and harmonious development of regional economy. Win-win cooperation and common development are important connotation of enclave industry; respecting market and making the best use of the circumstances are the essence of enclave industry development. Enclave industry development pattern is definitely of important theoretical and practical significance.
