With the rapidly development of economic, China’s demand for energy and pollutant emissions show a fast rising trend. As a developing country, rapid economic development should be China’s purpose, but China have to reduce energy consumption and pollutant emissions, which make China faced with the contradiction between rapid economic development and the continuously serious pollutant emissions. In order to ease the contradiction, changing the traditional resource development approach is put forward. Electrical as one of the most widely used energy and the strongest industries, study how to make electricity resource development has an important role on solving the energy supply, energy efficiency and pollutant emissions. Taking electricity consumers’saving energy and improving energy efficiency as a power resource utilization without No pollution can promote the efficiency of the power generation side resources.The target of China’s traditional power integrated resource planning is to maximize the economic benefits, with the energy-saving emission reduction policies implemented in the power sector, power resources development environment will change a lot towards the direction of saving energy, the efficiency and environmental protection.Research about power resource utilization with emission reduction constraints has an important role in controlling the energy consumption and pollutant emissions of the electric power industry.Based on the above background, this paper studied the optimization models and methods of power integrated resource planning under emission reduction constraints.The completed works of this article is as follows:(1)Summarizes the research achievements of domestic and foreign scholars in the areas of comprehensive utilization of power resources. Analyze the condition Areas of the high consumption product in China. Comparatively analysis the efficiency and economy of different energy power generation. Analyze the energy conservation policy and its path of China’s electric power industry.(2)The paper study the electricity resource utilization problem of generation side participation, put forward generation resource planning optimization model, multi-type power generation resources jointly scheduling optimization within different targets, generation resources profit distribution model of multi-type power generation resources,then,use actual data to have aanalog and policy analysis for the models.(3)The paper study the electricity resource utilization problem of demand side participation, then construct evaluation model of generation’s avoidable cost, evaluation model of power supply’s avoidable cost, the avoidable fuel and environmental cost optimization model of power generation based on the analysis power load curve before and after demand side management. Numerical results show the proposed model has better economic and environmental benefits, then have aanalog and conclusion analysis for the models.(4)In order to analyze the power integrated resource utilization problem under the generation side and the user side coropearation,the paper take the large users directly purchasing power as the object of study, respectively,construct tagmeme evaluation model for large users directly purchasing power from multiple types of power generation, tagmeme evaluation model based on the method of Ideal Point Solution and Grey Relational Degree.The numerical results show that large users directly purchasing power from multiple types of power generation can bring the interests of electricity savings to large users and the incremental benefits of reducing nest electricity to power producers.(5)Based on the research of the large users’directly purchasing power from multiple types of power generation, the paper studies the grid-connected optimization problem of wind power and electric vehicles, then, The paper puts forward the grid-connected optimization model of wind power and electric vehicles after analysis of electric vehicles emission reduction potential and charging service optimization.
