Study On Standardized Management Of Rural Residential Land Consolidation

Land is the base of livelihood and development, and land problem is an important problem which is global and strategic in the course of modernization all the time. In the quick development of economy and society, the conflict of farmland protection and construction land demand is increasingly outstanding. Under the pressure of food security and ecological environment security, farmland consolidation has could not completely satisfy the demand of farmland compensation yet, so inevitably rural residential land consolidation should be put into practice. It is known to all that village is an important habitation in our country. Constructing new socialist countryside is an important and urgent task which was put forward by the Party Central Committee in the new epoch and stage, and injected new and strong impetus into rural residential land consolidation. Currently, the quantity of rural residential land is very large, and its use is seriously idle and extensive. So the potential of consolidation is very huge. Either from the standpoint of protecting land resource and increasing land use efficiency, or from the standpoint of planning development of city and countryside as a whole and constructing new socialist countryside, comprehensive consolidation by effective ways and reasonable、 optimal and continuable configuration of rural residential land resource have great operation significance. The policy of "association between the increase of urban construction land and decrease of rural residential land" unveiled in2005by the Ministry of Land and Resource brings up some measures to promote it. As a comprehensive and systemic project, rural residential land consolidation needs huge capital and professional technology. To ensure and advance the favoring and extensive implementation, scientific reasonable and standard content design and measure arrangement of specific institution aiming at work content and implementation section is necessary. Hence, standardized management of rural residential land consolidation has already been an important study subject which propels the continuous and healthy development of rural residential land consolidation.Aiming at the reality, on the basis of rural residential land consolidation practice experience home and abroad, this thesis applied correlative theories of land economics and land ecology to define the connotation of rural residential land consolidation, and centered on these sections of item approval、 item implementation course and item acceptance check to make certain the current implementation conditions and foundations by feasibility analysis, to straighten out benefit distribution structure of participant subjects under current institutional arrangement by analyzing subject behavior character, to manage、 harmonize and supervise the implementation course by comprehensively applying administrative、 economic technical and legal measures, to ascertain the quantitative acceptance check standard by item operation evaluation and item comprehensive effects evaluation, and to take an example of specific item in Maqiao Town, Huantai County, which has great significance of theory guidance and practice reference for advancing consolidation work scientifically and effectively. This thesis consists of nine chapters and could be divided into six parts. They are successively the study on correlative theories and practice, the item approval management, the item implementation course management, the item acceptance check management, empirical studying, and conclusions and suggestions. Major contents of every part show as follows:The first part is composed of four chapters. The first chapter is an introduction, the second one is the summary of the research, the third one is the basic theories research, and the fourth one is the historical evolvement. By reviewing and commenting the related research progress of model, potential, driving force and safeguard mechanism, the research orientation and targets of this thesis were established. Then the connotation was defined, the theoretical basis was analyzed by using correlative subject discipline theories, and the historical evolvement was reviewed roundly.The second part is the fifth chapter, which is the item approval management. By centering on basic background conditions of item area, admittance bases and restriction conditions of different consolidation types were ascertained, scientific and systematic contents、 methods and standards of evaluation were established, natural conditions、 economic conditions and social conditions of item area were evaluated objectively, and on this basis the feasibility analysis of specific item was done, then the scientific and standard procedure of item approval was established centering on the sections of item declaration、 item examination and item delivery.The third part is the sixth chapter, which is the item implementation course management. By centering on the implementation operation and comprehensively applying administrative、economic、technical and legal measures, current behavior character of each participant subject was analyzed and corresponding incentive measures were established, quality control、quantity control、location control and sequence control were done by overall plan of land utilization and relative department plans, capital was provided by financial and monetary policies, project quality was strictly supervised according to corresponding industry rules、technical standard、laws and regulations, data-base was built to regularly monitor the course of consolidation by applying3S technology. By making comprehensive management measures and assistant policies, on one hand the contents and sections of implementation course could be scientifically managed、integrally harmonized and effectively supervised, and on the other hand various benefits and force could be harmonized to give service to consolidation work in order to ensure scientific and effective operation.The fourth part is the seventh chapter, which is the item acceptance check management. On the basis of determining the organization、content and procedure of item acceptance check, by using quantitative analysis methods and centering on the operation course and executive effect of consolidation item, comprehensive evaluations were done and provided quantitative foundations for rural residential land consolidation work.The fifth part is the eighth chapter, which is empirical studying. Taking an example of specific item in Maqiao Town, Huantai County, specific contents of each section were comprehensively analyzed from item approval to item implement, then the item operation evaluation system and item comprehensive effects evaluation system were applied to this factual item. The scientificity and practicability of these systems were checked up, and the effects were perfect.According to above research, conclusions come out as follows:(1)The item approval management should make feasibility research centering on admittance bases and restriction conditions. Item admittance evaluation indexes system was established according to natural conditions, economic conditions and social conditions of item area. By reckoning Z the admittance degree of land consolidation item could be evaluated. Restriction conditions and restrictive requirements were established aiming at ecological environment impact, economic benefit level and social service function. By reckoning P, N, F the restriction degree of land consolidation item could be evaluated, which could provide foundation for scientific and standard item approval.(2)Currently central government, local government, rural collective organization, farmer and land use entity all take different part in rural residential land consolidation, and different subjects have different status, function, benefits requirement and participation willingness. On the basis of straightening out benefit distribution structure and analyzing willingness, incentive measures were made centering on land property institution and benefit distribution institution. The specific content was defining land property subject definitely and setting up reasonable land property right, standardizing ownership adjustment and perfecting land property register institution, evaluating original rural residential land value, which compared with total capital of investment subject to make foundation of benefit distribution, So powerful motive force source could be provided for rural residential land consolidation.(3)The item acceptance check management should make quantitative analysis centering on item operation evaluation and item comprehensive effects evaluation. The item operation evaluation contained admittance bases、restriction conditions、subject incentive countermeasures、regulation and supervision measures. By using Fuzzy Comprehensive Evaluation method, the contributing degree of each specific index and the whole operation situation of consolidation item could be evaluated. Aiming at executive effect, the item comprehensive effects evaluation contained economic effects, social effects, ecological and environmental effects. The scores of economic effects, social effects, ecological and environmental effects, comprehensive effects could be calculated with the method of index summation. This could provide quantitative foundation for scientific and reasonable evaluation of rural residential land consolidation practice.(4)Taking an example of specific item in Maqiao Town, Huantai County, the scores of each specific index and the whole operation situation, which were attached to consolidation item operation evaluation system, and the scores of economic、social、ecological and environmental effects and comprehensive effects, which were attached to consolidation item comprehensive effects evaluation system, were all calculated. By analyzing and comparing values of all indexes, the result found that the evaluation grade of the whole operation situation in Maqiao Town, Huantai County was excellent, and the contributing degree of admittance bases and restriction conditions was comparatively bigger, and the plan control management and the project quality management, which were attached to regulation and supervision measures, were comparatively stricter and more specific. The grade of comprehensive effect evaluation was good, and the score of social effects was biggest, and the one of economic effects was smallest. This situation accorded with current guiding ideology、core objective and policy tendency of rural residential land consolidation.Based on the above conclusions, some suggestions for promoting the sustainable and healthy development were put forward as follows:(1) Correlative industry criterion, technique act and implementation standard should be made and perfected as soon as possible.(2) Benefit distribution institution should be reformed and perfected.(3) Correlative specialist agencies and intermediary services agencies should be found.(4) The accountability system of rural residential land consolidation should be established.(5) Rural residential land consolidation should act according to circumstances, seek truth from facts, make scientific planning and act according to factual ability.
