According to the data in 《Summary of2007-2011corporate financial accounting reports data》, compiled by the Ministry of Finance, Department of Enterprise, to the end of2011there are135,682state-owned enterprises in our country, the number of the enterprises goes an increase of19.3%over the previous year. State-owned enterprises directly under the central41,257, an increase of56.8%over the previous year, to place94,425state-owned enterprises, an increase of8%over the previous. The national state-owned enterprises achieved total revenue of38.63414trillion yuan, an increase of22.7%over the previous year. With the rapid development of the knowledge economy and the information age, the enterprise’s internal operating conditions and resources, as well as the external environment are at any time changing greatly. In the event of state-owned enterprises’number, the scale, the geographical distribution, the industry range and the operating income accounted huge of the total operating performance in China’s state-owned enterprises, to timely adjust business strategy so as to adapt to the changes of the internal and external environment, how to effectively evaluate and monitor becomes to be the key issues for China’s state-owned enterprises’healthy development. In such an environment, this paper select state-owned enterprises as the object of our research and hope that through the study of the theory,to build business performance evaluation index system for the development of state-owned enterprises, so as to better guide business practice.We should recognize and see,"industrial and commercial enterprises are the first to appear in modern organizations....... For this view, the strategic management of all well-known American Michael· Porter is this understanding:"The competition in the market is not actually occur between nations, but between the company and the company so far, I have not seen which country did not have a strong company in the global economy will be able to pre-emption. absence of a strong company, there would be no sustainable development."therefore, the development of enterprises scientific evaluation becomes very important and urgent.In China, the study of the performance evaluation of business exist for a long time, but the research and development of state-owned enterprises performance evaluation is relatively slow. Currently, the authority is The State-owned Assets Management Committee announced《the central enterprise comprehensive performance evaluation of the implementation details》 in2006, and other levels of state-owned enterprises are basic to the rule as a reference to the specific enterprise performance evaluation. From the perspective of specific business practices, the management of state-owned enterprises has the greater emphasis on the supervision of state-owned assets, but the relatively lack of performance management, that is more supervision and management performance incentives lack. Therefore, it is necessary to systematically and comprehensively manage and evaluate the operating performance of China’s state-owned enterprises, which provide a theoretical reference for the development of state-owned enterprises.The Dissertation’s topic pay close attention to the theoretical front, using the theory of case studies and empirical data analysis, trying to analyse deeply of the theoretical issues of the evaluation of the operating performance of state-owned enterprises, and to guide business practices better from the evaluation index system. Specifically, this Dissertation first through the evaluation of business performance, especially through the state-owned enterprise’s operating performance evaluation, to find out the inadequacies of current research; Subsequently, first using factor analysis on the basis of the actual operating data in Hubei Province of state-owend enterprises to re-selecte and analyse the operating performance indexs for state-owned enterprises. Then, we combined with the actual operating data of state-owned enterprises in Hubei Province and entropy weight method as the index weight set to distribute weight and sorte for the selected indicators.On this basis.we analysed the indicators in the built state-owned enterprise performance evaluation index system and methods of calculated, the weight distribution, evaluation criteria and methods of calculation.Finally,we take the Hubei provincial enterprise——N company as the example, and give a comparative analysis on the reconstruction of the state-owned enterprise performance evaluation index system and existing state-owned enterprise operating performance evaluation index system,evaluation results, and ultimately give suggestions for the N enterprise’s performance improving methods.In this Dissertation, we use the business performance evaluation theory and related businesses sustainable development theory and corporate social responsibility theory as the theoretical background of the study, combining the general theory with specific business practices, taking the state-owned enterprise performance evaluation index system as a Dissertation’ main body, at first based on the current literature research summed up the status quo at home and abroad for business performance evaluation study, in particular, operating performance evaluation of the development process of China’s state-owned enterprises, pointed out that the current research gaps and areas for improvement and an important theoretical and practical significance for rebuilding the state-owned enterprise performance evaluation index system. Subsequently, on the basis of elaborating evaluation indicators selection of actual operating data,we use factor analysis and the operating performance of state-owned enterprises in Hubei Province, to re-selecte and analyse the evaluation of state-owned enterprises’performance evaluation index system. Then, on the basis of the detailed description index weight setting mode, we select Entropy Method as index weight set, combined with the actual operating data of state-owned enterprises in Hubel Province, diatributing and sorting the selected indicators’weight. On this basis, we give a detailed analysis of the indicators and methods of computation in the build state-owned enterprise performance evaluation index system, weight distribution, evaluation criteria and evaluation method of calculation. Finally. we take the Hubei provincial enterprises——N company for instance, giving a comparative analysis on the reconstruction of the state-owned enterprise performance evaluation index system and existing state-owned enterprises operating performance evaluation index system, evaluation results, and ultimately the suggestions for improving its’ performance.
