Since late20th century, with the acceleration of urbanization occurring inworldwide developed countries, as a matter of which, the urban transportation,construction, production and purchasing field have consumed significantly higheramount of fossil energy than ever before. Result as the amount of greenhouse gasemission rises, the effect of urban heat island intensifies which cause the globalwarming and the extreme weather disasters, all of that has brought serious danger tothe safety of human life and development security. It is either unavoidable orexcluded for any country when facing the upcoming disaster. China as a developingcountry whose ability to respond to climate disasters is weak, at meanwhile, it isundergoing the middle of the urbanization development who will inevitablyencounter the ecological environment trap with high carbon development. At thetime when each country making approaches to reduce greenhouse gas emissions andto realize equally the development and the protection, China is going to transformthe pattern of urban development, to construct low-carbon city. It is imperative forChina to realize this dual goal that both promoting the development of low carboneconomy and guaranteeing the safety of city development. Therefore, from theperspective of economics that the thorough research on the issues related to thedevelopment of low carbon city not only has become the strategic subject ofspanning the ecological environment trap in theoretical and practical scope, but alsohas the great theoretical significance and practical value.From the view of economics, the thesis has deeply mined the China low carboncity and has formed a strictly logic structure based on the domestic and foreignliteratures and inspired by the latest research results. The thesis is formed by eight chapters and the basic outline of which is asfollows:(1) Chapter1Introduction Theory. State the background and significance ofresearch on the developing China low carbon city from the perspective of theeconomics; Elaborate and comment on the domestic and foreign research resultssystematically; Briefly introduce the main content, structure, research proposal andthe latent innovations of our work.(2) Chapter2Theoretical Basis of Low CarbonCity. Clear the connotation of low carbon city and illustrate the foundation ofeconomic theory of low carbon city; The measurement metrics to construct the lowcarbon city.(3) Chapter3Urban Low Carbon Transportation. Clarify the connotationof urban low carbon transportation; Make an analysis on the current situation oftransportation in China; The foreign advanced experience for reference andenlightenment; The realization mode to construct urban low carbon transportation inChina.(4) Chapter4Urban Low Carbon Energy. Make reference and research on theexploitation and utilization of low carbon energy in domestic and foreign citiesbased on clarifying the basic theory of low carbon energy, which is in order toconstruct the utilization mode of urban low carbon city energy corresponding to thestatement of China.(5) Chapter5Urban Low Carbon Construction. Clarify theconnotation and theory related to urban low carbon construction; Introduce theexperience of low carbon construction in developed countries; To realize the mode ofbuilding low carbon construction and to design the incentive mechanism of buildinglow carbon construction corresponding to the condition of China.(6) Chpater6Urban Low Carbon Production. Clarify the basic theory of urban low carbonproduction; Introduce the mature experience about urban low carbon production indeveloped countries; Propose principles5R of urban low carbon production of Chinaand the realization mode to construct urban low carbon production.(7) Chapter7Urban Low Carbon Consumption. Define the meaning, feature, influence factor,economic effect and ecological significance of urban low carbon consumption;Obtain the meaningful enlightenment from the introduction of urban low carbonconsumption in developed countries; Propose principle5S related to low carbon consumption; Based on which, we construct the realization mode of urban lowcarbon consumption and design the incentive mechanism of low carbon consumption.(8) Chapter8Mechanism Design and Measure Choice of Low Carbon City. Designmechanism to promote the low carbon city by the aspects of finance, administrationand law; Put forward countermeasures such as carbon tax, investment subsidies, etc.This thesis realizes the innovation points mainly include: firstly, from theperspective of economics, we clarify the connotation of the urban low carbonconsumption, production, transportation, construction and energy, the influencefactors and the spillover effect. We intend to achieve the economic theory innovationof low carbon city.Secondly, we put forward the operable realization mode to construct urban lowcarbon construction. We propose to put emphasis on the government centricmanagement mode for the important low carbon public constructions, thegovernment regulation mode for the normal low carbon public low carbonconstructions, market regulation mode for low carbon commodity constructions. Weintend to realize the innovation on the practical level. At last, we did research on theissues of low carbon city from the perspective of economics and construct the strictlylogic analysis structure in order to make the innovation from the research level.
