Research On The Development Of Agricultural Services In Jilin Province

Since1980’s, on the trend of service economy in the world scope, the service industry has been paid much attention in China. By the development of service industry, the industrial structure has been upgraded. Agriculture is the basic of the national economy; agricultural services act an important role in modern agriculture. With the Continuous consolidation of agriculture, and the constant expanding of scale, it is more and more urgent to develop agricultural services. It is the result of agricultural productivity development and also is the demand of agricultural economy structure adjustment to development of agricultural services. Jilin province is one of the important major grain-producing areas; there are a large number of agricultural labors. At present, agriculture is transforming from traditional mode to modern mode. The proportion of agricultural GDP is dropping; economic structure of agriculture, the farmers’ income structure, and the rural economic and social structures are being adjusted and transformed. Agricultural services are becoming the key factor to adjust all kinds of contradictions, the potential development is huge. Through the development of agricultural services, we can promote the development of agriculture, accelerate agricultural modernization.This paper took the development of agricultural services in Jilin Province as the object of study, through interviews and questionnaire, access to information and expert advices, to get a general understanding of the situation of agricultural services in Jilin Province. According to the relevant information and statistical data, survey questionnaire and the available information, through empirical analysis and normative analysis, and in the light of service economic theory, draw lessons from advanced experience at home and abroad, to connect theory and practice, then found out the problem and the influence factors existed in the development of agricultural services in Jilin province, and threw out suggestions on the development of agriculture services in Jilin province.With the analysis of overall situation of agriculture services in Jilin Province, and according to the survey results, this paper analyzed the characteristics of each main body, including farmers, agricultural enterprises and Farmer Professional Cooperatives, analyzed the degree of satisfaction in each content by each main body, analyzed the cognitions of service demands of each main body, an forecasted the demand trends of agricultural services. By distinguishing the internal structure of agricultural services, and combining with prenatal production materials supply, service in the agricultural production, agriculture product sales service, and services run through the whole process of agricultural production such as technical services and financial services, this paper analyzed the development situation, the types and maturity degree of main supply bodies, and found the main problems in the development of agricultural services.Exclusively, this paper gave a deep analysis to system construction of agriculture mechanization services in Jilin province. On the basic of investigating and analysis of current situation and problems to be undertaken, this paper summarized the restrictive factors and causes, and then found the key and way to construct agriculture mechanization services. We should complete laws and regulations; plan service resources of agriculture mechanization as a whole; increase capital investment by regulations; reform the basic service sector; accelerate the innovation of service mechanism of agriculture mechanization; establish a modern service team; support various cooperation organization of agricultural machinery.Now, on the basic of family unit, the scales of agriculture are small and disperse, so in order to promote the development of agricultural services, we should build perfect agricultural services system. At present, there are still many deficiencies in agricultural services system of Jilin province. This paper proposed the overall frame, main tasks and measures of how to construct agricultural services system in Jilin province. The overall goals are to cover the full, comprehensive, convenient and efficient. The whole agricultural services system includes public services system by government, commercial services system by market, and cooperative services by farmers. To establish and promote agricultural services system in Jilin province, the key tasks are constructions of infrastructure, personnel team, and basic policies, the main tasks are to build agricultural information services system, production services system, market services system, monitor services system, and education services system.According to the preceding findings, this paper put forward the main path and policy suggestion for the development of agricultural services in Jilin province. Therefore, to promote the agricultural services in Jilin provincial, we should strengthen construction of agricultural infrastructure, improve the rural public services; strengthen innovation of agricultural science and technology, perfect information network and technical promotion system; accelerate innovation of agricultural organization system, including internal and external; perfect market system of agricultural products to improve circulation efficiency; improve rural financial services to create a favorable financial environment; increase the invest on farmers and improve the education level to create the endogenous power for agricultural development.
