This dissertation takes national policies for revitalizing Northeastern China and inspiring the development of private sectors as research background to analyze the phasal and regional characteristics of the economic growing from dimensions like time and space by summarizing related research fruits both in theory and in practice. Then the root reasons why non-public economy was so slow in development are given and through drawing lessons from successful and typical experience of some private-owned enterprises, the adaptive conditions for facilitating the development of private-owned companies in Northeastern China are figured out in order for private-owned enterprises in Northeastern China to explore the development mode and countermeasures.Actually, three parts, including six chapters, would build up the whole dissertation.Part one focuses on related theories and experiences, which would be included in chapter1and2. In this part, the fundamental concepts of private-owned enterprise, private economy and small and medium sized enterprises are defined and the focus is moved on to the academic results of various researchers, which later form the basis for further analysis and study. Meanwhile, by studying on several typical modes for private enterprises’development domestically, this part summarizes both the general laws and regional features to give empirical support for academic research.Part two features the practical development in Northeastern China in both chapter3and chapter4. On one side, by vertically comparing the history and current situation of the development for private economy in Northeastern China, this part analyzes the phasal features, and reveals the general laws, leading factors and trend for future development. On the other hand, by lateral comparison, the difference in leading factors during development and regional features are pointed out to finally summarize the general and regional discrepancy for development and then to set up the coordinates in both time and space.Part three includes chapter5and chapter6, which aims at figuring out favorable modes and countermeasures for relative problems. Based upon the discrepancy in different phases and regions, this part would take advantage of the typical modes and experiences to target and position the development of private-owned enterprises in Northeastern China, and then move forward to construct the development mode for future direction. Then by taking the target mode as the core and comparative advantage as the law, the correspondent operating mechanism and countermeasures are analyzed.This dissertation holds the point that the pattern of ownership which is mainly accounted for by state-owned enterprises, the industrial structure focusing on heavy chemistry and the upsizing of enterprises would definitely impose crowding-out effect on private-owned enterprises in Northeastern area. According to the features of resources, productivity, economic development and its foundation, four development modes could be chosen, which includes complementary development, export-oriented development, resource-dependent development and technology-dependent. Among these, complementary development and export-oriented development have features in common, which both firstly optimize the division of labor and then elevate the comprehensive quality of private-owned enterprises’ development by executing the influence of powerhouse. On the other hand, resource-dependent development and technology-dependent development both take market demand as basis, and then optimize and develop private-owned enterprises depending on resources and technology.
