Research On The Management System Of Low Carbon Buildings Based On The Concept Of Eco-city

Eco-city and the low carbon building are a popular development strategy all overthe word now. Eco-city is a new model to deal with the increasingly serious globalresource, energy and environment crisis; while low-carbon building is a model toreduce greenhouse gas emissions.Considerating that building is an important carrierof city, although the low carbon and ecological are two different concepts, the lowcarbon buildings must have some relations with eco-city.Based on the symbiosis theory, this paper proves that the eco-city and the lowcarbon are attached to one another, their ideas, goals and evaluation index systems aresimilar. But on the other hand, consideration the whole ecosystem, eco-city andlow-carbon building also have the negative correlation each other, How to make themrealize coordination is the main theme of this paper.According to the coordination theory, under certain conditions, the system can berealized from disorderly state to orderly state. So, according to this thought, lowcarbon building, which is a part of the city ecosystem, can also be synergy witheco-city by synergistic effect. The paper builds a synergistic relationship model ofeco-city and low carbon building. And then, based on the synergy theory, themanagement framework of the low carbon building is built, which is consist ofmanagement object, management target and operation mechanism in the guidance ofeco-city idea.Because the eco-city and the low-carbon building evaluation are ail judged byevaluation index, therefore, in order to realize the synergistic between eco-city andlow-carbon building, the evaluation index is first to ensure synergistic. In this paper,based on analysising the existing evaluation index of eco-city and low-carbonbuilding in-depth, the evaluation index system and method of low-carbon building isbuilt.Low-carbon building is a public product, so the government must play a leadingrole. Finally, in the government’s view, some operational management policies andmanagement methods of a low-carbon building re proposed based on the theory ofsymbiosis in this paper. And incentive mechanism and tie mechanism also aredesigned to promote low carbon building’s development. Only by this, the doubledevelopment targets of the eco-city and the low-carbon building can be realized.
