Electric power industry’s market-oriented reform are being gradually carried out a global scale, China’s electric market reform in "Breaking the monopoly and introducing competition" also have carried on for nearly20years which had achieved impressive results, However, the construction of the electricity market has also encountered many problems which led to the current stagnation of China’s electric power market reform, the fundamental reason is that market participants have not straighten out interests of different sectors in the subject, the most critical issue is that we should establish a market-oriented sales price system in order through the pricing lever to adjust supply and demand so as to promote the healthy and stable development of power industry. The current system of sales of electricity is following the planned economic system under the pricing model,it divideds sell electricity prices into seven categories according to the type of users, such sales price system, in which there is a serious cross-subsidies, has hindered the electricity market’s establishing and improving to a certain extent.In this paper,the electric energy sales price system accounting of power generation, transmission and distribution aspects is built by considering voltage level, load characteristics, time and other characteristics of electricity. We also use methods such as dynamic programming、Stackelberg game models and differential game to establish two adjustment models of the sales price, in the first model the sales price will be adjust from current level to the market-orient level gradually, the other one is the sales price regulation model under the market environment; On this basis, this paper makes a systemic empirical analysis for the reform of Hunan Province and gives policy recommendations, at last designs a preliminary optimization system of Hunan Province. Specifically, this article makes systematic research of adjustments and decision-making about the sales price from the following aspects:The sales price calculation model in market environment is shown in Chapter2, the main impacts that influence the generation side, transmission costs, power supply, and the policy of the sales price are mainly analysed by considering voltage level, load characteristics, time and other characteristics of electricity. From the view of dynamic game of power suppliers and the Government, Chapter3constructs sales price adjustment models in the context of linear demand and stochastic linear demand respectively. assuming that the objective function of electricity suppliers is to achieve maximum benefits in each period of adjustment, the model is committed to change in power supply to achieve this objective; Corresponding, the Government’s objective function is to maximize the total social welfare of the entire adjustment periods, its strategy variables are the number of adjustment periods, as well as the beginning and end electricity price of each adjustment. Then it gives the simulation analysis of key problems of electric industry market-oriented reforms such as the optimal adjustment path and so on.With using the Stackelberg and differential game theory models, Chapter4establishes the Government’s regulatory model for electricity suppliers, the model runs in two stages:to guarantee the Government’s regulatory objective of maximizing the total social welfare in the first stage, and the second stage is to achieve the objective function of electricity suppliers, that is, maximizing profit of generators. Then it uses backward induction and get a balanced solution of HJB equation, with the solution we can successfully receive the dynamic equilibrium strategies of the Government and the electricity suppliers respectivelyIn Chapter5, based on current status of the power industry, this Paper calculates the sales prices of seven major categories of users in Hunan province, and then uses models built in Chapter3and Chapter4to make characterization and analysis about adjust paths of various users, then it proposes the implementation of the sales price adjustment programs and regulatory policies, at last it provides policy analysis and reference from the macro level for the adjustment and reform.In Chapter6, a softwear flamework of sales price optimized system for Hunan based on the theoretical study above is designed, in order to provide reasonable calculation and regulation ways and execute solution for sales price reformation,and to support the controlling of actual sale price.Overall, this paper combines of game theory modeling and empirical research methods to study adjustments and regulatory path of the sales price and related policies, it provides decision-making methods and recommendations for the sale price reform as well as the electricity power industry’s market-oriented reforms.the research findings are of a certain theoretical and practical value on the operation and healthy development of China’s fledgling electricity market.
