Since the opening-up policy in 1978, China’s county economy has been growing at a surprisingly fast speed. China’s county economy has become an important basis of provincial construction, the new growing point of national economy. Meanwhile China’s county economy has made unsubstitutable contribution to the prosperity of rural economy, the development of modern agriculture and the increase of peasants’income. At the same time the developing level of county economy has been greatly different due to different natural geography, resources condition, productivity level, human and history, market development and ect.The unbalanced development of China’s county economy includes the regional difference on a large scale (the difference between the east, the middle and the west) and the difference’between the center and the edge. As far as the GDP and local fiscal revenue concerned, the diversity of county’s economy in the three regions. The county’s economy on eastern region has been developing best, that of western region on the opposite. With less than 5% of the whole number of China’s counties and about 10%t of the population, the National Top Hundred Counties GDP has occupied 25% of all the counties nationwide, equal to the sum of that of GDP of 715 counties. The average of increasing rate has reached 10.49%, which is higher 2% than the average of the national counties. The increasing rate of local fiscal revenue is 30.48%, considerably higher than the rate of national county economy. The development of county economy has appeared great diversity. With the unbalance of regional layout and the developing level, more and more county economy in middle and western regions has lagged behind.The research takes Liaoning Province as an example and explores deeply how county’s economy is influence by county’s science and technology and what is the extent of impact on county’s economy. Firstly, Theil Index and coefficient of standard deviation is used to analyze evolution tendency of economy in Liaoning Province and bi-logarithm function is used to analyze the influential factors of the development of county economy, which raise the problem between science & technology and county economy in Liaoning Province, the main topic of the research. Next, Johansen Cointegration Test, VECM,Variance decomposition analysis, pulse analysis and Granger analysis are used to examine the long-term equilibrium relationship, short-term fluctuating, dynamic response of mutual impact and Granger causality test between science & technology progress and the county economy of Liaoning Province base on the five regions of Liaodong, Liaonan, Liaoxi, Liaobei and Liaozhong; SFA model is used to explore the influential mechanism by which the quality of county economy is influenced by science & technology and discuss the transmission mechanism through which the development of county economy is influenced by scientific & technical input. Secondly, translog production function model based on SFA method measured specifically the contribution rate of scientific & technical progress to the growth of Liaoning county economy. Thirdly, CD production model and variance decomposition is applied to measure the contribution rate of factor input and TFP to the unbalanced growth of Liaoning county economy. Then panel data model is used to analyze the influential factor of TFP.Fourthly, panel data model of 44 Liaoning provincial counties and five regions is used to test the path dependency through which the county economy is impacted by s&t innovation from the aspect of the upgrading of industrial structure. Finally based on the above analysis, the existing problems are specifically analyzed, the developing model of county s&t in Liaoning Province and the following solution and suggestion are put forward.The analyzed result shows that the relationship between s & t input and the growth of county economy is positive and balanced in a long-term. At the two lagging period and from the result of Granger causality test shows that there is a Granger causality relationship between s&t input and the growth of county economy one-way. Therefore, s&t input is one of most important factors which affected the growth of county economy deeply with obvious lagging effect.The results of empirical analysis of technical efficiency and the growth of total factor productivity shows: as a whole the technical efficiency of Liaoning counties has been increasing generally from 1993 to 2009; the variation coefficient indicates that the gap among regions has been shrinking; local s&t input, local government financial input, local industrial structure and FDI has a positive impact upon the technical efficiency. Local financial development and local human resources has no positive influence upon the improvement of technical efficiency, which shows that Local financial development and local human resources can’t satisfy the present demand of the improvement of technical efficiency. The TFP of the five regions of Liaoning counties is comparatively low. The research about the donation rate of factor input and total factor productivity shows that the development of Liaoning counties depends mostly upon factor input. And the donation of total factor productivity fluctuate greatly in years, which means the development of Liaoning counties mainly is at the extensive stage, far from the fact of laying on s & t progress. The growth of total factor productivity is profoundly affected by local human resource, local s & t input and local FDI.The empirical research of panel data of s&t input and the upgrading & optimization of industrial structure demonstrates s&t input has a positive affect upon the upgrading & optimization of industrial structure. Science and technology innovation activity is able to penetrate and optimize other productive factors by means of such path dependency as need-demand structure, the resources optimization allocation, the upgrading of industrial and the improvement of import-export structure.
