Research On The Fitness Capability Upgrading Of Industrial Cluster

This paper finds that the fitness of a SMB cluster includes the survival capabilities and development capabilities, and both are mainly depending on its structure which includes the structures of firm conglomeration and other supports. The index about the industrial cluster are designed in terms of large firm centralization, cluster brand, special market, public science and technology platform and industrial association。The structural types of existing 112 industrial clusters over 5000 million Yuan annual total output in Zhejiang Province are classified into four, which shows that the majority of existing clusters are the situation of small & medium business conglomeration with low large firm centralization and less supporting systems. Meanwhile, we design the criteria of survival, development and fitness capabilities to do statistic analysis on four typical industrial clusters. The results reveal that there are significant positive co-relationships between the structure index and survival, development and fitness capabilities of a cluster, i.e., the large firm centralization and comprehensive supporting system would promote the fitness capabilities of industrial cluster. Further, the dynamic upgrading processes of the cluster structure are analyzed in terms of the four typical clusters to find out three paths to promote the cluster.From anther perspective, we look through the internal mechanism of the cluster fitness, using the research and method of Complex Adaptive System theory(CAS). We find the pathway for the fitness upgrading of business cluster: the interaction among elements within and between nodes would promote their competitiveness; finally increase the fitness to the environment of whole cluster. Considering the research on the structure of cluster, we establish the NK model for fitness of cluster. This model divides cluster structure into types of chain balanced, core business, supply dominated, business agency, density networking etc.. And after programmed by computer technology, the cluster fitness simulations of different types and evolution roles using NK model were done to get the local and global optimal values of business cluster fitness,so that the policy suggestions and evolution law for enterprise cluster have been revealed.With the empirical results obtained from the cluster structure index method and the simulation data obtained by NK model method, this paper compares the difference between this two sets of results. For further research, we scan the related changes in the external environment for those big gaps occurred in the analysis results, especially those factors coursed by policy changes. Then the differences between evolution pathway and simulation pathway were explained, and thus some relevant policy recommendations and advice are revealed.
