Energy is the basis for the existence and development of human society. However, theexcess use of energy resources not only brings reduction of available energy reserves, but alsocauses serious environmental pollution. During the past many years after our countryreformed and opened up, we made much progress in energy field. Meanwhile there were a lotof problems which brought obstacles to sustainable social and economic development such asthe contradiction between supply and demand of energy intensified, inefficient use of energy,increasingly serious environmental pollution, etc. It will be the ultimate task and means ofChinese future development to construct a kind of national economics system and societywith less energy consumption, less environmental pollution and better economical benefit.From the present situation of Hebei Province, we are not only facing with the aboveproblems, but also in a more severe energy situation because of the long-standing industrialstructure and energy consumption structure. Therefore, to carry out for energy conservationand emission reduction work, improving energy efficiency is the top priority of the HebeiProvince. At present, the Hebei Province has started a series of measures to reduce restrictionthat energy bottleneck brought for the future development. Whether can do the sustainabledevelopment of energy will be a direct impact on its social economy development, how torealize the reasonable Hebei energy sustainable development has become a real problem.Themain purpose of the paper is that giving a comprehensive theoretical analysis about therelationship between energy and sustainable development, describing the theory system ofenergy sustainable development, building evaluation system of energy sustainabledevelopment, evaluating the status of energy sustainable development in Hebei Province andproposing targeted and feasible sustainable development strategy for energy.AT first, the paper analyses the present situation of foreign energy consumption and theamount of energy production and consumption, the structure of energy consumption, carbonemissions, energy security and energy efficiency in china, points out the problems of ourcountry’s energy consumption, analyses the supply and demand of energy, the consumption structure, industry structure, use efficiency, and pollutants in hebei province in this context,makes the empirical research for Hebei Province by using the cointegration technique, thevariable unit root test and the granger causality test. This paper predicts the Hebei Province’stotal energy demand and the main energy demand in2011-2015by using the theory of graysystems firstly, and predicts the Hebei Province’s energy demand in2011-2015by using thecombined scene analysis and extrapolation method and the energy consumption elasticitycoefficient index, and then compares the two prediction results. Later, the paper analyses theabsolute convergence and relative convergence condition of energy saving potential in HebeiProvince, analyses the energy saving potential of Hebei Province, judges the future of thebasic direction of the energy saving potential in Hebei Province by using the structureevolution-energy consumption model and structure evolution-units energy consumptionmodel. At last, the paper studies of domestic and foreign energy saving energy strategies andconcrete measures, explores the enlightenment of energy conservation and emission reductionin Hebei Province and puts forward strategic energy saving approach according to theeconomic development and efficiency targets in Hebei Province.This paper adopts qualitative analysis and quantitative analysis, macroeconomic analysisand empirical analysis, analyses the present situation of energy in Hebei Province andreferences to the experiences of developed countries especially in Japan by using the theory ofsustainable development, grey system theory, etc. At last the paper puts forward a seriestheoretical research result and strategic energy policy which conforms with Hebei Province’seconomic development characteristic.
