Study On Urban Development Evaluation Under The Dual Goals Of Economic And Welfare

The paper analyzes the theory of economic development theory, attempts to introduce the latest economic theory of leisure studies, establishes national economic growth model under the goals of economic and welfare and gives the equilibrium solution of model and the optimal economic growth path, in which embedded urban development characteristic function further using spatial agglomeration theory, to arrive at urban economic growth model under goals of the economic and welfare, by the model defined the parameter set of urban characteristics, the use of 29 samples’data to estimate the characteristic parameters values. On this basis, the paper constructed urban development space function, using that as the core to establish a set of urban development comprehensive evaluation under the goals of economic and welfare. Finally, the study applied to the Zhanjiang City, Wenzhou and Suzhou City to evaluate and analysis three urban developments and put forward countermeasures.Firstly, in the process of constructing the urban endogenous economic growth model and countermeasures based on the leisure index, firstly, the leisure index was constructed by introducing national economic development optimization model, which is formed by the CD production function containing labor, physical capital and the investment-based leisure index, and the utility function containing consumption and enjoyment leisure index, and utility maximization of the objective function; secondly, the existence of the system equilibrium and uniqueness is proved, and then the optimal growth path is solved; finally, embed the features of the urban agglomeration, agglomeration externalities and the distribution of urban economic dynamic will be the national endogenous economic growth into the urban endogenous growth model. Secondly, in the process of estimating the parameter of the urban endogenous economic growth model and countermeasures based on the leisure index, in the period from 1988 to 2008 the sample data of 31 provinces is selected to estimate the parameters and the stock, on the basis, the parameters set of three types of cities is given and clear.Finally, in the process of based on the leisure index the urban economic development evaluation and countermeasures analysis, firstly, n dimensional Euclidean Space Evaluation Method is proposed, and the evaluation process is given; secondly, using this method to evaluation the economic development level and structure quality of Zhanjiang City, Wenzhou City and Suzhou City; finally, based on the view of leisure the corresponding concept of urban economic development strategy and the implementation countermeasures.
