The problem about the development of higher education in western China is not only an educational problem, but also a complex social issue. Since reformation and opening, our country adopted the development strategy of efficiency first with consideration of fairness. It is also applied to the area of higher education. With the implementation of this policy, higher education has a rapid growth in our country. But in the meantime, it also causes the imbalanced development of higher education from eastern area to western area. The eastern regions have the priority to obtain high quality educational resources through the preferential policy. On the contrary, the western regions lag behind the eastern China because of less investment and some other reasons and the regional gap of the higher education whether in quantity or quality has been expanding. The uneven development of regional higher education brings many problems in political and economic aspects. It restricts the performance of the national economy and the implementation society progresses in the round. In order to maintain political stability and national unity, the government must take strong measures to promote the development of the higher education in the western area.The main content of this article is the governmental behavior in higher education equity of western China. The paper is departed into six chapters. Chapter one discusses the significance of the project, summarizes the research status quo of the project and tells the research thought and methodology. The second chapter defines the conception of the governmental behavior, including administrative functions and powers, behavioral agent, behavioral pattern. The part for problem analysis includes the chapters from three to five, discusses the governmental behavior about educational program, educational investment and educational supervision. Through the theoretic analysis and fact argumentation, chapter six propose some suggestions, for adjusting governmental behavior, in order to accelerate development of the higher education in western China.
