The rise of the preschool education in modern society is the product of the western industrial civilization and it is also an important part of public services. The scientific method ofearly childhood education could effectively into the community and families, helping them establishmodern social relationships and promoting the social modernization process of urban and rural integration.The diversitypractice includes summing up the experience of advanced region and exploring the scientific development of China’s Early Childhood Education Public Service System (ECEPSS),are indispensable significance for the government to improve the quality of urban public service system and the development of preschool education.The understanding of preschool educationpublicity is a fundamental problem in the development of preschool educationin our country.It is also the theoretical basis of legislation of ECEPSS construction. The researcherstarts with the initiate of preschool education publicity, deeply analysis the connotation of preschool education publicity: popularization, balance and participation. In view of the current challenge of preschool education publicity, the researcher puts forward the way to guarantee the implementation of it.Based on the understanding of historical development opportunity and the practice of regional preschool education, the researcher tries to put forward the theory of construction ofECEPSS in China. ECEPSS has a logic main line which is the public service of preschool education and it also contains a series of institutional improvements such as investment and supply, personnel and the implementation, supervision and feedback, etc.ECEPSS is a mutual restriction system with close contact and it including a series of institutional innovation as well. The article discusses five contents on ECEPSS. These are:1) The System of kindergartens financial input and management should be configuredby the force of government, society and the market; 2) The characteristics of the public financial system of preschool education arecoordinatingthe reality of urban and rural areas and integrating public and private kindergartens as a whole; 3) The administrative management system of education has the function of management and service at the same time.4) The government should follow the same faculty employment policyon both public kindergartens and private kindergartens; 5) Relying on community and every family service network, the government shall establish the early child care and education service network and the disadvantaged people funding system. For legislation safeguard, it is a system of science, stable and sustainable development.
