Integration Of Urban And Rural Development. Sporting Public Service Dynamic Mechanism Research

It is explicitly proposed in the Party's Seventeenth Congress report, when illustrating and deploying the socialist new rural construction task, that the long-effect mechanism of promoting the development of agriculture with industry and guiding the rural development with the city's prosperity should be established to form a new pattern of integration of the city's and the countryside's economic and social development. Among this new pattern, the basic public service integration has already been proved to be the core goal orientation and the important content of the balanced development of the urban and rural areas. What's more, this is also the significant measure to fully implement the scientific outlook on development and speed up the construction of the harmonious society. Sports public service, as an integral part of the basic public service, is the basic requirement to build the harmonious society and to put the scientific outlook on development into practice. In recent years, all levels of our country's governments increased the investment in the rural sports public service. However, there is a great gap between the urban and rural sports reform service on account of the long-term influence of urban-rural dual structure. At the present stage, taken from the perspective of the construction of the harmonious society, the period of social transition and the universal demand, the integration of the urban and rural sports public service will bound to be the trend of the times.From the viewpoint of the system theory, the integration of the urban and rural sports public service is a system and the development of this system must possess the sufficient power. The impetus to motivate the development of the integration of the urban and rural sports public service is consisted of the following elements including the demand for the urban and the rural residents, the will of the stakeholders, together with our country's relevant system, policy and institute, etc, the strength degree of which is determined by the mechanism.Based on the above-mentioned, firstly, this thesis put forward the concept of development of the integration of the urban and rural sports public service after summarizing and clearing up some related notions. Then, this thesis analyzed the essence of the development of the integration of the urban and rural sports public service founded upon the theory of system science, symbiosis theory and the stakeholders theory. Thirdly, this thesis made a detailed analysis on the driving mechanism of the development of the integration of the urban and rural sports public service and concluded that the key to the development of the integration of the urban and rural sports public service hinges on three major dynamics:the gravitational force of the urban and rural residents'demand for the sports public service, the push of the stakeholders and the government's support. Fourthly, introducing the system dynamics into the research of the development of the integration of the urban and rural sports public service, the present study has formed a causal feedback and process circuit of the development of the integration of the urban and rural sports public service and has rationalized the correlation between all these subsystems and the essential elements in the urban and rural sports public service. Fifthly, this thesis has taken Yi Xing city of Jiang Su province as the research object and carried out the simulation for the simulation models of the dynamic system of the development of the integration of the urban and rural sports public service. After the analysis of the operation result of the system, this thesis has come up with the countermeasure and suggestions for the development of the integration of the urban and rural sports public service in Yi Xing city.
