Scholars at home and abroad had acquired lots of research work on the political culture fieldsince the1950s in America. However, scholars generally agreed the existence of political sub culture,but there were few studies on political sub culture in specific groups. The modern universityundertakes personnel training, scientific research and social service functions. Under the influence ofparticular the external macro environment (such as the national political, economic system) andinternal microcosmic factors (such as the goal of organization, culture etc.), internal majorparticipants of modern university have formatted value attitude, behavior orientation andpsychological factors to the political system, so political sub culture phenomenon in university willform its own characteristics. This paper selected the university political culture of new China as theresearch object, defined its concept, characteristics and influencing factors, then clarified thechanging contrail of political culture of university of new China in different historical periods, andexploreed the mechanism of its transition and future trend.Selecting structure functionalism as theoretical basement, this paper analysed the three kinds offoundation of political culture using the method of induction, refined six characters,such as narrowmental connotation of political culture, attribute of political sub culture, operating features ofuniversity uses, elite political culture, transmitting and changing through political socialization, andmatching external environment interaction effects, thus defined the basic concept of universitypolitical culture.We divided the Chinese higher education into four stages,1949-1965new exploration stage,1966-1976the rapid development stage,1976-1992the transformation stage, and the stage of higherdevelopment from1992. According to changes of Chinese political system, social and economicdevelopment, University political culture of new China showed different changing contrail in fourhistory stages. This paper constructed a theoretical model of transitional mechanism of universitypolitical culture of China. the political system, economic development and the interaction of the two facters, through influencing to the operation of university, affected role and orientation of internalparticipants, then led to the changing of political attitude, political belief of them.Meanwhile this study also used empirical research methods, workd out the questionnaire ofuniversity political culture.1000questionnaires were send in five universities, such as NanjingUniversity, Southeast University, Nanjing University of Science and Technology, NanjingUniversity of Tech, Nanjing Medical University.869copies were valid. The results from statisticalanalysis presented the phenomenon and characteristics of current university political culture ofChina. There were many differences on the current China political system, political process andpolitical activity cognition, emotion and evaluation between teachers and students, between differentgroups of employees, and between different groups of students. But the overall trajectory and changematched with the trend of university political culture from1992."participatory "and "reform" weretwo basic characteristics. Through constructing the constructing variables, correlation analysis, andstatistical regression analysis of the data, this study tested the simple theoretical model of thetransitional mechanism of university political culture of China.This study considers that participatory political culture will be strengthened continuously, theinnovation concept of political culture to continue will be focused, the harmonious connotation ofpolitical culture will be continuously carried forward in the future university political culture ofChina. At last this paper also discussed three research limitations, and the future research prospect inthis field.
