The Emergence And Management Of Current Prostitution

Prostitution is a social phenomenon with a sexual core and this paper focuses on how prostitution emerges and how to manage it.This paper falls into seven chapters, which can be further divided into four parts according to the highlights of the study.The first part is also the first chapter, an introduction. It reveals the outline of the paper, discusses the meaning and origin of the topic, elaborates on the research methods and the choice of the sample (City S) and briefly talks about the basic concept and the history of prostitution. The study involves a lot of difficulties and challenges due to the sensitivity of prostitution, leading to the complex research methods:the common sociological method and the unique one.The second part which consists of two chapters conducts a study on the history and current situation of the prostitution in City S. On the one hand, it displays the prostitution in City S before1950s (including the prostitution between the late1970s and1990s); on the other hand, it carries out an empirical study on the current prostitution in City S. It centers on the current situation of the prostitution, which provides basis for the study on "how prostitution emerges"(why it "resurges", why it is like that) and "how to manage it"(how to treat it). The purpose of the study on the history of prostitution is to make a comparison in time and draw some lessons from it.The third part deals with the logic of the emergence of the current prostitution. It is composed of two chapters. It offers the important social mechanism for "resurgence" of the current prostitution based on the overall study on its history and current situation. One is "social transformation"—"an invisible hand"; the other is "public power"—"a visible hand".The fourth part which is made up of two chapters concerns the management of the current prostitution. It throws light on the main theories and practice of the management, especially the ideas, the system and the practice in developed countries and regions, which provides basis for the choice of the policy for the management of the current prostitution. The purpose of this part is to demonstrate the idea that sociological study should focus on the benign operation and coordinated development of the society and try to present some helpful ideas for social construction and social management in the light of social problems caused by prostitution.The study is based on the factual description of the prostitution in City S (especially the current prostitution), which is the difficulty and focus of the research. The paper gives the summary description and inference, and presents the characteristics and the trend of prostitution in City S through on-the-spot investigation of samples of the three administrative areas of A, B, and C in City S for almost two years (excluding the study between2003and2004) such as sex capitalization, sex stratification and its private right trend of the female, the majority of whom sell sex, network and internationalization of sex trade. In addition, it conducts a study on the modern history and current situation of the prostitution in City S and reveals the logical relationship between prostitution and social transformation and public power. Furthermore, the paper expounds the logical relationship between the changes in values, social mobility, sex culture development, informatization, public power and the prostitution in City S over the context of social transformation. Moreover, it uncovers the key factors involved in "resurgence","prosperity","prospect" of the prostitution combined with data and examples. When it comes to the management of the prostitution, it puts forward the idea that prostitution should not be legalized. Instead, some measures should be taken such as strengthening the intervention in public power, making the top policy, building diverse management mechanism,"managing the prostitution through culture" to resolve various problems caused by prostitution.The paper involves the deficiencies of the current research on prostitution in the first part. It endeavors to solve the problems and to be innovative. In addition to the first-hand investigation of prostitution in City S (a tough task) and the conclusions drawn from that (and the systematic investigation and research on prostitution and its evolvement in modern times), the important innovations of the paper lie in the fact that it proves the logical relationship between "social transformation","public power" and prostitution with social facts, takes a fresh look at the relationship between prostitution and harmonious society and its social management on the basis of the framework of context of "a harmonious society", thereby, it compensates for the deficiencies of the study on prostitution in City S even in China.The defects of the paper lie in the fact that there is no sufficient study on the current prostitution from a theoretical prospective or the construction of a theoretical pattern for the current prostitution. Hence, more scholars are expected to join in this field.
