In this paper, from the research development of qualified personnel in social work background, overseas and China's Hong Kong and Taiwan region for social workers to cultivate and develop the theoretical study and practical exploration, the development status of China's social workers, as well as the successful experience of pilot areas in a bid to use of comparative studies, case studies, theory with practice, dialectical analysis and other methods, to be found through research and development of China's social workers in nurturing the problems and puts forward policy proposals, set out in building a socialist harmonious society and building service-oriented Government's background, how to better use of social workers in social management and public service in the unique advantages, and gradually form a "unified leadership of Party committees, government-led promotion, civil society organizations operate, broad public participation" in social work development pattern.In the course of writing this article, the author access to information through the discovery and development of social work and development of qualified personnel in research, the academics and practice sector by working in their respective areas of research and the limitations of sectors, most of them only from the personal interests or work needs proceed to debris-style exploration. Therefore, the author from the manager's point of view, the social workers made show and nurturing a systematic analysis and study results of previous studies by the absorption of reference, the fragmentation of the more comprehensive studies, combined with China's current construction of a pilot social work personnel are concentrated in the more economically developed regions, the status quo, bold put forward China's social workers to cultivate and develop the idea of a new model is proposed across the country sub-regional, focused, and there are plans to steadily promote the development of qualified personnel in social work, government administration and the citizens to achieve self-management and effective convergence and positive interaction.
