Skiing is considered to be one of the most popular winter sports for leisure activities. InChina, mass skiing started late, and many problems were exposed at the very beginning of itsdevelopment, which results in the unexpected slow growth of skiing population, thebadly-hindered development of mass skiing, and the follow-up advantages difficult to beplayed. The existence of these problems is not only directly related to the market, but alsoclosely connected with government behaviors. How to promote the healthy development ofmass skiing by the government’s effective interventions has been a difficult problem which isurgent to be solved.From this point of view, this thesis, based on the problems mentioned above, offersdefinition of some conceptions about the research of mass skiing, and points out the effects ofthe theory of government interventions on the development of mass skiing. Through access toliterature, researches in ski resorts and interviews with experts and scholars in the fieldsrelated to mass skiing, this thesis absorbs the experience from the countries which aredeveloped in the field of mass skiing, accomplishes the overall review and summary of thegovernment interventions, their effects on mass skiing in the past decade in china, the existingproblems and their reasons.From the aspect of the theory of government interventions, currently, the main reasonsfor the slow growth of Chinese mass skiing lie in “market failure”,“voluntary failure” and“government failure”. The empirical analysis of “the difficult development of Yabuli SkiResort” helps this result of the study fully verified.In this case, the study of this thesis focuses on how to realize the effective interventionsin mass skiing by the transformation of government functions. On the accurate judgment thatamong the government interventions in the development of mass skiing, there are scientificand rational benign interventions, accompanied with non-benign ones which are blindmisconducts, this thesis puts up with a theoretical design of the government interventions inthe development of mass skiing, which includes concrete principles, boundaries, modes andevaluation of interventions. On the basis of the previous study, some specific measures areprovided at the last part of the thesis, which can be taken for the government to intervenescientifically the development of mass skiing in the future...
