The expansion of Chinese university and modern knowledge differentiation and integration paradox of development mode make university organization, which is seeking "profound knowledge" for the purpose change inevitably. College and department that are regarded as parts of university itself are the core part of the university management and are the organizational guarantee of achieving university’s three major functions. The reform of the Research University’s college and department setup is not only a weak link of the research on the higher education theoretical study but also a key factor of Chinese Research University construction, and even the high level university and the world-class university construction. Under the new situation, our Research Universities’college and department setup currently face and to solve two major problems:The first one is how to effectively solve the contradiction between the scale expansion and the management efficiency; The second is the setup of the college and department how to tolerate and promote two development trends of the discipline differentiation and Synthesis. To solve these contradictions and problems, we need to make some real problems of thinking and response:Why it happens that the mess of the setup of college and department? What’s the basic logic of college and department’s setup? What principles should the setup of college and department to follow? What’s the position should the college and department take in the university? What’s the internal power structure of the college and department of university?The college and department setup of Chinese university has experienced three periods, that is beginning, pause and active. Because of the dysfunction of the modern university system and confusion of the value orientation of the reform of college and department setup and the material conditions are restricted and the disturbance of the actual resistance, it makes the consequences of the basis of college and department setup not clear and arbitrary of college and department setup; The absence of university management and unclear of the rights and liabilities of college and department; The university operation mechanism is out of control. All these phenomena may weaken the strength of the predominant disciplines、wasting of resources and loss of efficiency and the failure of management operation mechanism.The knowledge essence and the hierarchical structure of Chinese Research University determine that we should follow the disciplinary logic of knowledge differentiation and integration and the inner logic of knowledge management and hierarchy management. It is also based on the Double logic of knowledge and management, which makes the reform of college and department setup need the Management span theory、Knowledge management theory and Knowledge innovation group theory. The college and department setup of Research University should follow the value orientation of teaching and education and behavior orientation of discipline development. Based on it, university reform according to the principle of Management range accessibility、the consistent principle of discipline development and university goal and the combining principle of flexibility and Characteristic.College and department setup of Research University should firstly meet three premise factors:the university scale elements、complete range of subject elements and academic level elements. In the background of the discipline logic, set up college by large disciplinary group or large disciplinary class as the foundation stone, set up department by the secondary discipline. Meanwhile, we can set up features institution by the forward-looking discipline; in the background of the management logic, we should emphasize the relatively independent entity status of the college and department, to distribute the power of university, college, and department and adhere to the academic power as leading power. Under the double functions of discipline logic and management logic, Research University operation mechanism of college and department need focus on the establishment and efficiency of ascension of college and department mechanism of employing, financial mechanism as well as the equipment sharing mechanism,"the smaller schools in university" mode of Beijing normal university、"division system" of Zhejiang University and Constantly improving "college system" of Huazhong University of Science and Technology are three typical mode of the reform of college and department setup. These three modes all concern about the discipline of the center position. However, the width of the degree、correlation and recognition degree of college and department are not ideal. The number of the college is too large、small capacity of discipline and disciplinary structure disordering; Also due to the unreasonable resources allocation and stimulation, the college and department setup dissimilate to be an interest distribution behavior, so the setup of the college and department still exists the phenomenon of blind comparison and homogeneity and homogenization competition.In the future, college and department setup of Chinese Research University needs to focus on the following questions:Hold fast the essence of the change to reform, otherwise it makes the reform of college and department setup dissimilated; Focus on different culture of the university, if we can correctly handle the problem of contradiction in disciplinary development will determine we can reform successfully or not; Pay attention to processing internal interest conflict in the college and department correctly and realize the incentive compatibility, etc.
