Crisis events are serious threats to public safety of the city which are characterized by emergency, complexity and serious consequences. The construction and completeness of city emergency command system play an important role in urban emergency managements and in the emergency response capabilities. However, due to the fact that the design of urban emergency command system is still in the early stages, there are many scientific issues to be further studied such as the performance of emergency command system, the quantitative indicators, the optimization of the system and the improvement of organization and coordination mechanism which restrict the application of emergency command system in emergency rescue. For the above reasons, this paper researches on the analysis of the factors in emergency command system, the construction of quantitative indicators and the design of effectiveness analysis, simulation and evaluation system.Based on urban crisis management theory and organizational theory, the concept of urban emergency command system is defined and a three-dimensional structural which contains processing time, management methods and processing technology. Based on system efficiency theory, the concept and scope of the study of the performance of emergency command system are defined. Based on coordination theory, the coordination of network operations is studied. The results imply that with the increasing of information in networks, the information entropy decreases. Therefore, the information entropy can be increased by improving information efficiency and establishing coordination of information platforms. Based on the construction principle of quantitative indicators and the analysis of structural elements, the factors that affect the performance of city emergency command system is studied which contain the commander, the command team, the organization, the information platform, the scene information and the coordination mechanism. The performance evaluation index system that contains six elements and a plurality of indicators is constructed based on the identification of expert scoring indicators and projection pursuit model.Based on the analysis of the system performance, the development trend of major crisis events and the Markov process, the system effectiveness analysis model is established. The relationships between the operation time and the ratio of task completion, information flow and system monitoring is computed. The approach for the optimization of emergency command system is proposed based on operation time, reliability and availability. With the evolution of a major crisis event, the matching of information platform equipment and the relationship between organize and coordinate will change. Based on projection pursuit classification model, the real coded accelerating genetic algorithm can evaluate the weight and ordering degree of the system and the subsystem. Therefore, we can obtain the trends of evaluation rank and synergy degrees.The change of three key indicators in the peacetime performance of emergency command system is analyzed through actual samples. The performance collaborative degree of the emergency command system is evaluated. The results imply that the southern snow disaster in 2008 is a major test of city emergency command system, and the performance collaborative degree was at the lowest value in nearly seven years. We conclude that the improvement of coordination in emergency command system plays an important role in major emergency.The wartime performance is the reflection of the comprehensive ability of city emergency command system. Based on ‘AGENT’ to design the co-simulation evaluation system can solve the evaluation problem of the city emergency command system and provide us the tools to optimize the emergency command system.
