Human resources development is the key to modern high-speed development of national economy,development of human resources to meet the needs of economic and social development is the inevitablechoice of our country at present stage. The Xinjiang production and construction corps (Hereinafterreferred to as the production and construction corps) is relating to the unity of the special organization,with bad natural environment to live, economic development being relatively backward, and people’sliving level being not high. To develop the Corps, the key lies in people and mastering modern scienceand technology level of manpower and talents. Human resources development is the key to rapid advanceof the corps construction of “SanHua”, effective performance of reclamation and guarding the frontier,as well as achieving leapfrog development and lasting stability, so the corps should strengthen humanresources development, develop reasonably and allocation scientifically the human resources, promotecoordinated development of human resources with economic society, to provide more strong powerfulhuman security and intelligence support for the corps of social and economic development.Based on the corps of human resources situation as the breakthrough point,according to the theory ofpopulation, Marx’s labor value theory, economic growth theory, human capital theory, humanresource allocation theory and human resources development theory as the instruction, this study uses themethod of qualitative analysis and quantitative analysis to comb the corps of human resources situation anddevelopment status, uses questionnaire and factor analysis to analyze the influence factors of corps ofhuman resources,uses the mathematical model to forecast the demand of human resources and three timesin the industry demand for human resources, according to the actual situation of corps, this study putsforward in view of the human resources development of countermeasures and suggestions.The main conclusions are as follows: Firstly, the corps of the number of human resourcesdevelopment process is relatively slow, the quality of development investment is larger, human resourceoverall situation is good, number of prominent advantage is not obvious but the quality is of greatadvantage, configuration is not reasonable, human resources utilization effect is bad, human resourcestrends in outflow, labor participation enthusiasm is not high and waste of labor is severe. Secondly, thecorps of spirit, compensation and flow moving mechanism are the main causes of corps human resourcesdevelopment, natural endowment, the household registration system, economic development,urbanization construction, education of medical, individual factors, mental outlook and social stabilityare the core influencing factors of the human resources development. Thirdly, human resources quantity,quality and economic growth of corps are positively correlated; science and technology development makethe largest contribution to the economic growth, education times, and medical is minimal. Fourthly,human resource has been a steady rise in number of supply and demand, the first and third industry is in abasic balance between supply and demand, the second industry in short supply; some structural problems of the quality of supply and demand exist in the industry and high-level talents, there are also obviouscontradictions in age, education, urban and rural, and regional structure.Based on the above conclusions, this study argues that corps in human resources development shouldinsist on the four principles of primacy, adaptability, scientific nature and coordination, seize four keysof moderating population scale, improving the quality of human resources, stressing the cultivation oftalents and scientific allocation of human resources, coordinates six kinds of development patterns ofbasic education combined with vocational education, government leading combined with comprehensivedevelopment, introduction and training of talents, company surplus labor transferring, adjustedmeasures to local conditions arrangement in development and cross-border cooperation, firmly establishesa “four first” concept, to strongly govern and improve the ecological environment, improve theinstitutional environment of human resources development, optimize the economic environment,accelerate the construction pace of urbanization, adjust education structure and education mechanism,increase in farming herd health spending, arouse the enthusiasm of the individual self development,strengthen corps spirit cultivation and education and strengthen the construction of social security to ensurethe supply of human resources adapt to economic and social development,serve the need of economic andsocial development, and provide manpower support for the corps construction of “SanHua”, leapfrogdevelopment and lasting stability.
