A Dissertation On The Democratic Values Of The Participating Parties In The People’s Republic Of China

There are eight political parties in the People’s Republic of China which are officially deemed as democratic parties, as well as participating parties committed to building socialism with Chinese characteristics. Participating party is a unique political phenomenon and a unique type of political parties in China, and an important manifestation of originality of China’s political party system. Whether the participating parties can take their democratic values into effects has great significance to the manifestation of the advantages of China’s political party system, and to the healthy development of China’s democratic politics. This study focuses on democratic values of the participating political parties, which is a frontier approach in the alike research field, is helpful to understand the value of China’s democratic parties as political parties, to consolidate and improve the contemporary Chinese political party system, to respond effectively to the impacts coming from the Western ideology, and to promote the process of political civilization of China.This paper, guided by the Marxist standpoint and views, makes use of the basic theory and research methods in political science, history, philosophy and other disciplines synthetically to study the dynamic relationship among democracy, political parties and nation, reveals the basic meaning of the democratic values of participating parties, studies the historical trajectory and the developmental characters of the evolution of the democratic values of participating parties, analyzes the new challenges and emerging problems encountered by the current realization of the democratic values of participating parties, thus carries out prospective thinking on optimizing the democratic value of participating parties.This paper argues that democracy has always been a unity of value and system, and a unity of ends and means. Political party is a result of the development of national politics, and it possess democratic values when embedding democratic factors. The forming of democratic values of China’s participating parties is conscious choice of Chinese historical development since modern times. Pursuing and practicing democracy is always a constant theme in the process of evolution of the democratic parties, with the contents of a particular era and the characteristics of phased development. The democratic values of participating parties in contemporary China has dual implications:institution and values:Firstly, for the purpose of democracy, participating parties establish its ideals and goals as values, which uphold the common belief such as freedom, equality and other aspects in human pursuit of democracy, and the political aspirations of the people’s sovereignty, hold a common purport with the CPC in the choice of targets to realize and develop the people’s democracy, interpret the Chinese socialist democratic existence of the people being the masters using national content, and provide a reasonable basis of existence as participating parties and inexhaustible power of continued development and self-transcendence for democratic parties; secondly, as participating parties, democratic parties are an integral part of China’s democratic system. they play democratic effectiveness through performing the duties of political parties, which reflect the extent to achieve democratic goals of participating parties and the meaning of existence of participating parties.The democratic values of participating parties are presented in different areas of regime construction, political parties relations and national construction mainly through the national political system, operation of the political party system and political parties activities of participating parties. Realizing democratic values of participating parties has obvious characteristics, but it have to face many outstanding problems currently in the lack of adequate understanding of democracy and democratic governance within the ruling party, the development of China’s political reform lagged behind, and existing the real gap between the building of the participating parties and requirements of realizing its democratic values. To this end, the overall planning of optimizing democratic values of participating parties are from three aspects, including consolidating national regime of the people’s democratic dictatorship, improving multi-party cooperation to enhance resultant of forces of political system, giving full play to the function of participating parties relying on state-building, that is an effective choice in line with history and reality.
