The party and its system is the product of civilization of human social activities，politicalopenness and democratic development. After its appearance, it has been leading andinfluencing the important activities and behavior of the human society. It undertakes animportant role and function in the modern nation, country and society. The phenomenon ofpolitical party almost has become universal exists in different countries. It’s not only thesignificant symbol of modern democratic politics, but also is an important reason thatcontributes to national modernization development. Our country’s political party system isdifferent from the other countries essentially. It has progressiveness and superiority in thelong-term revolution, construction and reform practice. The multi-party cooperation andpolitical consultation under the leadership of the Communist Party of China reflects theessential characteristic of socialist democracy in which people become their own masters. Itshows the characteristics and advantages of China’s political party system, and practice hasalready proved that it has strong vitality and superiority. It has a very important theoreticaland practical significance to explore and study the proposition of the construction ofparticipating parties under the framework and perspective of multi-party cooperation in thenew period and new environment.The national construction and social development in our country has entered into animportant stage of building a moderately prosperous society and socialist harmonious society,our reform has entered the comprehensive tackling and crucial period. Because of theinternational and domestic situation and pattern has become increasingly complex and diverse,the Participating party construction under the multi-party cooperation system is also facedwith new challenges and difficulties. On one hand, the Communist Party of Chinacontinuously explores and strengthens the construction of its ruling ability. It made greatachievements and performance in the theory building and practice development, which bringsup a new task and challenge to the construction of participating party; on the other hand, thereality needs of Participating Parties’ own survival and development also forced them shouldbe thinking about a way out of their own growth and development with a broad and profoundvision and strategic thinking. Thus, this paper based on“the construction of participatingparties under the perspective of multi-party cooperation” as a starting point. It put forward tothe leadership of the Communist Party of China is the political premise of the construction ofParticipating Parties. It respectively explained the leadership and the ruling status ofCommunist Party of China. And it provided support and guarantee for construction ofdemocratic supervision mechanism of the participating parties. The multi-party cooperationsystem is the basic system in the construction of the political party; this paper described theInter-Party relationship characteristics and the legitimacy of the respective characteristics ofthe ruling party and the participating parties.The third part, an overview of the content and goal of the construction of theparticipating parties under the perspective of multi-party cooperation. It put forward to thegoal of construction of the participating parties is to achieve modernization of ideology,rationalization of the organizational structure, legalization of political functions, the diversityof political participation and grasp the concentric thought. And it put forward the constructionideas and Suggestions by introduced and analyzed the perspective of politics abilityconstruction of participating parties system..The fourth part, it summarized the influence of the ruling party construction to theparticipating parties’ construction under the perspective of multi-party cooperation and bothmutual promotion relationship. From two aspects that leading role of party systemconstruction and new requirements of the participating parties’ capability, this part systematicand in-depth illustrates the interaction between the two and their dialectical relationship.Held in November2012, the party’s "Eighteen" made a basic review and experiencesummary to China’s reform and opening as well as social development, and it proposed newrequirements and objectives for the next five years or even longer period of construction ofthe party and country. One of them further emphasized that we need to comprehensivelyimprove the scientific level of construction of ruling party. This is not only the requirementsthat more systematic and scientific for the construction of communist party as ruling party,but also the construction requirements that participating parties proposed as an important rolein the China’s political party system..In conclusion, with the development of the situation, the study of participating parties’construction does not stop; the political system of multi-party cooperation will also be moreand more mature and perfect. Research on the construction of the participating parties under the multi-party cooperation, it has important significance to enrich and mature theconstruction of the ruling party and participating parties in theoretical research and practicedevelopment. It also has a very important theoretical value and practical significance towhole political party system with Chinese characteristics.
