Study On Governance Of Industry-University-Institute Symbiosis Network In China

Close integration of technology and economy has been mentioned as clearly important means for accelerating the construction of a national innovation system. And the Industry-University-Institute Cooperation are also treated as an important part of the national innovation system, and become a long-standing need for a policy. But it should be noted that though Industry-University-Institute Cooperation in theory and practice have achieved great success, there is still lots of problems. The cooperation of universities, enterprises and institutes is a process and the beginning is always the R&D and the end of this process is new products or new services. Therefore, transfer and transformation of science and technology exists in the course of IUI cooperation. According to relevant statistics, in developed countries, research cooperation and technological achievements during the conversion rate is high as80%, while in China this indicator is only25%, the final conversion technology can really achieve less than5%.Problems such as loose relationships, underpowered, unstable mode, low efficiency and low mechanism not only make the IUI cooperation face enormous challenges but also form a significant bottleneck in continuing to enhance the level of technological innovation in China. Especially after the2008economic crisis, China began to gradually across the Lewis turning point, the missing demographic dividend makes the adjustment of industrial structure, enhance the capability of independent innovation, promote the development of high-tech industry has become the consensus of the industry. It also makes the importance of research cooperation has increased by one level. In this context, how to solve the current problems, enhance the level and efficiency of IUI cooperation has become the focus of academic attention.In addition, research cooperation itself has undergone great changes. First, in the past, the cooperation of universities, enterprises and institutes is often point to point, the number of the cooperation bodies is small. But in the new period, one unit may cooperate with several or even dozens of other units. The cooperation relationships may form the cooperation networks. It make that the theory of microscopic partnership cannot apply with the description and research of IUI cooperation for now. And in the past, the forms and the contents of IUI cooperation is deficient, but nowadays the cooperation changes much. So the connotation of the IUI cooperation becomes richer. It is necessary to construct a new theory or research framework in new period, we use it to describe and study on Industry-University-Institute Cooperation. Third, in practice the bodies of the cooperation becomes more and more important and the government should not excessive intervention. So the new theory of governance theory can play a greater role.The research of this paper is to try to build a research framework. The research of network, solve the multi-subject cooperation, and the network structure change or evolution makes the changes of the macro structure of cooperation is possible. But due to the current research network in most of the innovation subject as the node and the network relationship as link, it will lose the meaning of cooperative relationship between micro abundant. Researcher found in a study, symbiotic relationship has the advantage be richly endowed by nature for describing and processing cooperative relationship. The Industry-University-Institute Cooperation relationship is a kind of efficient relationship, and symbiotic relationship also have the same characteristics. Similar in relationship formed, relationship maintenance and relation mode between two relationships that made symbiosis theory can explain and substitution of Industry-University-Institute Cooperation relationship, which can be associated to study Industry-University-Institute Cooperation relationship with symbiosis theory. At last, the author introducing governance theory and try to reveal and analyze the self-organizing mechanisms and functional structure. Then the author constructs governance mechanisms and governance of IUI cooperation symbiotic network.This paper builds the research framework of Industry-University-Institute cooperative relationship by symbiosis theory and network theory, and put forward the concept of symbiosis network study. It analyses the system and methodology, and discusses its development evaluation, classification, and stability of the related problems. To illustrate this article advocated the symbiosis network model of Industry-University-Institute Cooperation, study and practice value, this paper uses the typical cases of industrial technology innovation strategic alliance for evidence. And finally introduces the network governance theory, the analysis and research on Industry-University-Institute symbiosis network governance condition and mode. It reveals and analyzes the self-organization mechanism structure and function, and constructs the implication symbiosis mechanism of network governance on the basis, and discusses the symbiotic trust mechanism, the symbiotic coordination mechanism and symbiotic energy distribution mechanism, the investment and financing mechanism, maintenance mechanism, constraint mechanism and adaptation mechanisms on Industry-University-Institute symbiosis network management system.
