Symbiosis And Level:the Logical Study Of The Intervention Of Professional Social Workers In The Community Governance

The essence of the transformation from social management to community governance is that the process of management is from top to bottom,and the process of governance has the interaction of all kinds of forces up and down.Professional social workers are one of the key elements in this interactive process.On the one hand,the professional knowledge of social workers infuses new blood into the innovation of community governance mechanism,which ensures the feasibility of community governance.On the other hand,the involvement of professional social workers will change greatly from helping community specialization to realizing community endogenous specialization,which is the key to innovate community governance mechanism.As a community,community includes community personnel and professional social workers.In a certain sense,the two subjects act together in community governance and form a stable symbiosis system.And this system is not immutable,on the contrary,it is in constant change.Because the involvement of professional social workers is periodic,there are social workers intervention,naturally there will be social workers quit.In this cycle of social workers'intervention,there are several stages:first,the early stage of social work intervention at this stage,social workers should establish a relationship of trust with the community;second,in the middle of the social work intervention,the social workers gradually transition the initiative to the community and impart the initiative to the community.Professional concept;third,social workers involved in the later period,consolidate community students professionalization,social workers withdrawal.In order to maintain the advancement and continuity of community governance,we should not rely on social workers all the time,but learn from social workers,so as to internalize the inherent governance ability of the community.However,in the current community governance system,social workers and community workers have serious co-dependency psychology and hierarchical ambiguity.The reason is that the psychological dependence of social workers involved in community governance is attributed to the service subject being subordinate to the administrative subject and the single subject being subordinate to the multi-subject.The level ambiguity of social workers'involvement in community governance is due to the lack of professionalism of social workers,the lack of cooperation among community workers and the lack of purpose of community service objects.Therefore,it is necessary to break the interdependent structure of social workers community and establish the action mechanism of professional social workers'intervention.Based on this,under the frame of "structure-action" theory analysis,using the method of literature analysis and field investigation,this study takes the youth service practice of E Street Z community in Wuhan City,Hubei Province as a breakthrough.This paper analyzes the present situation of social workers'participation in community governance,puts forward the concepts of symbiosis and classification,and analyzes the interaction process between social workers and community workers.On this basis,this paper discusses the action logic of professional social workers involved in community governance.
