On Cooperativity Of Anti-Corruption In Contemporary China

Clean and devoted lead to prosperous,lose power by corruption,is widely known as the golden rules of governance.Anti-corruption is a common issue for all governments in the world, which is a historic undertaking of human civilization.It is a common aspiration to build a clean politics for mankind based on exploration of sages.The significance of anti-corruption is less innovation of strategies,because effective answer according to limitations of the law or system,and weakness of moral have not been given. A complete list of measures are not enough to generate effectiveness and cooperativity in practice.lt is a possible route to study the cooperativity of anti-corruption between countermeasures,process and governance subjects,in response to problems by deepening reform,promote the rule of law comprehensively,running the CPC strictly. The overall aim of the study is to achieve a scientific and effective mechanisms based on the multiple reasons of power differentiation,multi-dimensional governance and subjects in contemporary China.Power is a core element of corruption.Its forms are tend to diversification and hidden concealed because multiple differentiation of power has occurred in modern society.lt is essential to discuss internal logic of anti-corruption based on power’connotation in different times,and the ideological foundation,forms,limitations and possible approach in contrast with different paradigms to restrict the power by power,rights,ethics,culture and policy.Cooperativity is an important manifestation of integrity to form a maximum synergy by taking a coordination among institutional system,which is the inherent demands to control corruption effectively.The theoretical resources to cooperativity consist of political system,social engineering,production space and communication,in the light of the rule by moral and criminal law form Chinese traditional,institutional ethics in western and clean government of marxist ideology.A principal aim of study is to establish a cooperative mechanism of prevention,supervision,punishment,education and protection,so as to play a primary role in fields of public officials’mind,environment and social space.There are multiple factors about universality and particularity for corruption institution,prevention process and integrity culture are main practice to highlight the cooperativity of anti-corruption.The difficult problem of the interaction mechanism above is being carefully addressed,because anti-corruption system reflects inadequate with less spirit of law and process mechanism,anti-corruption by culture is short of honest education and institutional practice,anti-corruption campaign lack of long-term plans and legal protection.It is necessary to promote the rule of law and openness of government affairs,property declaration and selection process to public officials. The following aspects need to strengthen in contemporary China.In the supervision aspect,it is necessary to maintain a balance between leadership and administration,make a comprehensive plan to advance patrol supervision by CPC,and stimulate community supervision by network technology.In the punishment aspect,it is necessary to follow the principle of equality and strictly according to the national law and disciplines of CPC with a open manner.In the education aspect,it is necessary to adhere to the unity between political quality and professional competence,external warning and self-education,family training and school education,actions of public officials and social trends.In the leadership aspect,it is necessary to adhere to leadership by CPC and rule of law with a long-term planning by five-year plan according to the top-level design and the mass line.Some countermeasures should be implemented in the future.First,it is essential to pay attention to operability and effectiveness of system by increasing the needs and canceling the antiquated,focus on promoting property declaration system for officials and openness of government affairs.Second, honest culture is propitious to adhere to the people-oriented for public officials.Third,honest actions contribute to political civilization,service-oriented government and harmonious society.In short,democracy is the essence of the socialist system,as the basis of predictability for us to build a clean political and harmony community.I believe the findings above yield important implications to build a public life to promote people’s welfare based on principle of cooperativity of anti-corruption according to the practice of human experience and China’s national conditions.
