Along with the fast development of the economy, China has been undergoingsocial transition. A kind of new corruption has generated among the civil servantsin this particular historical period, which is the “Sub-corruption”.“Sub-corruption” is considered as illegal activities of administration officialsinternationally. Domestic scholar usually defines it as a behavior between styleproblem and severe corruption. In this article,“sub-corruption” is such a behaviorinvolves people who abuses the executive power for seek of personal or his/herrelatives’ gain without obvious violation of the law at the same time yet. The“sub-corruption” is wide-ranging, elusive, profit-pursuing, rusty and diverse. Thedetriment of “sub-corruption” is no less than the corruption in itself, which hasdamaged the public image of civil servant, has undermined the government’scredibility, and has spoiled the social atmosphere, making the whole society full ofa rotten culture. On one hand, this article attempts to analyze the generation ofsub-corruption according to the rent-seeking theory, Maslow’s hierarchy of needanalysis. On the other hand, the article is devoted to analyzing the social reason of“sub-corruption. Based on comparative study, the article puts forward somecountermeasures for China’s national conditions. Expose the management ofpower in the sun through multi-pronged, all-round and multi-level control.
