Along with development of human’s economic and social activities, the interaction between human and nature becomes more and more perceptible. As a result, public crisis, as one kind of unexpected consequences, occurs frequently ever especially in the 21st century. The public crisis in new era has the characteristics of environmental complexity, evolution uncertainty, hazards severity and so on. In recent years, conflict between human and nature is particularly intense in China, such as earthquakes, haze, ice storm, etc, so the Public Crisis Management is very imperative. As a public service provider and public-affair manager, the important public role that government plays in crisis management is undeniable. However, it is generally considered by theory and practice that the participation of social forces is a crucial component in the crisis management. Therefore, network structure that connected by the interactions of organizations is an important approach in the crisis management. Network Governance Theory is exactly the enhancement and summary to this approach.Firstly, we analyze the thorey of public crisis management as well as our national circumstance.In this paper we illustrate basic characteristics and developments of the public crisis management, and also concerning the participation of different organizations and inter-organizational relationships in governance. Moreover, it explores network structure of information sharing in public crisis management from the perspective of both vertical and horizontal, and identifies the key agents in the network as well as information-sharing trustable mechanism. Subsequently we perform an analysis about the drawback of national ongoing behaviors. Secondly, it is analyzed how could we make a rational choice about national public crisis in network mode, and which drawbacks are existing.Compared to Shared Governance (SG), Network Leadership Organization (NLO) and Network Administration Organization (NAO), these three modes in Network Governance, and based on four selection principles of trust, network scale, the degree of target consistency, and the network capacity, as well as the analysis about vertical and horizontal structure of information, it points out that the achievement of crisis governance needed to be completed through the coordination of structural mechanisms of power-sharing and division of the participants with different backgrounds. Hereby NAO is the most suitable network structure for our public crisis management, as the presence of network agent and close ties between members of the network can ensure the consistent action to achieve network goals.Combing the basic characteristics and experience of present public crisis management, this paper constructs the rudimentary framework of NAO from bound definition, conduct manners and results. In addition, it analyzes the details based on national circumstances. The characteristic of the frame refers to dependences of the approach to the public crisis management. It has combined the existing attributions, and developed into NAO mode in the network management, so that it is more comportable with our national circumstances.Next we analyze the vertical structure of information sharing of public crisis management in NAO mode.Based on the truth of Wenchuan earthquake we conclude that the trusty degree of agent is a crucial element for the capability of government on public crisis management in the vertical structure mode.It demonstrates that the trusty degree of victims to the government’s information is definitely affects the assessment of the ability of how government controls the public risk after earthquake. Through the analysis we found that the fear of victims for sudden crisis is directly related to the degree of familiarity. The performance of governments will directly affect individual fear degree of the crisis, as well as the further rescue effect. In the rescue process government has actually acted as an agent in sense, so thatthe assessment of government’s ability of public crisis control increased greatly. The essential component is the component of information sharing.Finally, from the level structure of the NAO pattern with information-sharing, we research the parallel structure relationship of the information sharing empirically in the NAO mode of public crisis management, Additonally, we discuss the relationship between index and horizontal characteristics. The earthquake in Wenchuan is shown as an instance, it researches expression of information sharing, technology support, resource sharing and emotional support.The results show that high densities portray close degree between stakeholders of information sharing in the earthquake. However, it means that most members are information and resource acquirer and a small number of members are providers for that information and resource sharing’s enter degree is higher than exit. On the contrary, many members are technology providers and emotion helper, and a few members are the technology demander and acquirer.According to the structure features of the network relationship, information-sharing network’s density is the maximum, and high density has a negative effect. High density improves the degree of knowledge and attitudes’homogeneity between stakeholders, and should therefore pay attention to controlling problem of lacking type and knowledge in the process of information sharing. On the other hand, high density of information sharing indicates that large links between different organizations helps to enhance the sense of belonging and identity, thereby enhancing trust and cooperation.
