Contemporary China Governance

The most important political phenomenon is how to govern the country since the country produced, but in the early, for the need to safeguard the interests of the ruling class,"rule" was instead of "governance", and state governance was equal to the national rule. The result was that the essence of national governance produced alienation, namely to safeguard the interests of the ruling class as the fundamental, to control, crackdown the ruled class as the main means, to maintain the ruling class "rule" status as the value orientation. However, social development has its own logic, with the rise of governance theory and new public governance theory, any practice to violate the law of social development will be replaced by the new pattern of governance.As for our country, our country like most countries in the world has seen the shift from government to governance paradigm. After the founding of new China, our country took political oriented governance model in force of domestic and international situation, coupled with the impact of the Soviet model. The integration, political movement, rule and regulation are the main feature of this kind of management mode. Although the Party found the disadvantages of this kind of governance system and took the preliminary adjustment, because of the limitation to socialism along with the impact domestic and international factors, we could not find an effective national governance. After the third Plenary Session of the eleven, the transformation of state governance model opened since working center transferred. In this period, high economic growth is to be the primary, which caused a series of problems between economic development and population, resources, environment, frequent social contradictions and problems. Entering the new century, we become WTO members, which puts forward higher requirements on the functions of our government. The2003SARS crisis further exposed the short board of economic oriented governance, therefore, based on the reflection on SARS crisis, we put forward the service government governance idea. Justice, scientific development and service are main feature of his management mode, which laid the basic trend of the future national governance initially.Needless to say, any country will encounter difficulties or even not govern problems. China also has the same logic. One is that we have no good solution to solve the economic development and social development issues in the governance process, which results the widening development gap between urban and rural areas, east and west, and class differentiation. Social inequality leads to fracture of social structure in our country; Social inequality due to the social class, and the inequality of right is, namely the right balance, from the social class differentiation, which is the logic of social fracture operation; The second is that we get great economic and social development from the reform and opening up, meanwhile, our production, life style,concept of value are affected by the foreign culture increasingly, increasingly challenging our traditional patriotism and collectivism, which increases difficulties to construct the contemporary China core values; The third is the ruling party faces severe test of ruling because some party members and cadres lack of faith and values twisted under the cultural conflict and multi value impact.On the value orientation of national governance is concerned, regardless of what type of countries have their own governance orientation, regardless of its advanced or backward. As for China, for the people is our national governance orientation based on establishment of the socialist system. With " prosperity, democracy, civilization, harmony, freedom,equality, justice, the rule of law" coming out at the Party reports of the eighteenth, and China’s highest value goal which realizes the Communist society of person’s freedom and comprehensive development, therefore, value orientation of contemporary China national governance can be interpreted as:people-oriented, fairness and justice, the rule of law, harmonious society, which is throughout the country governance, but also is the effective path to realize national management modernization.National governance system and management ability of modernization was proposed at the third Plenary Session of the eighteen. Based on the present situation of China, the paper gives the development orientation of modern state governance. First of all, Chinese management modernization must be under the framework of party--the state--social. Secondly, the paper analysis in-depth the existing management modernization, summarizing some difficulties to restrict promoting national governance modernization; Finally, the paper presents some advice to promote the governance of state modernization.
