Freedom And Power:the Research Of Political Philosophy On New Road Of E-democracy

In order to achieve a new road of e-democracy, this dissertation systematically studied a major political issue, namely how to deal with the tension contradiction between power and internet freedom. The core issue is how to solve the conflict between the maximized internet freedom of cyberactivists and the political power of internet control? Around this core issue, this dissertation demonstrated the inevitability of e-democracy and the necessity of internet control of political power, propose the ecological power, and make relational rationality the intermediary between cyberactivists and political power subjects. Ultimately, we can uphold the freedom and democracy of citizens, maintain the elasticity and vitality of the cyber society, and vindicate the value of the legitimacy of power.The research is an interdisciplinary academic behavior, mainly covers political philosophy, communication science and sociology. Accordingly the research methods are multidisciplinary approachs. One of the most major research methods is normative research, from the philosophic level to look at the relationship between power and freedom in internet age. The research focuses on how to achieve the perspective that conflicts between the power and freedom minimized, and the relative benefit maximization. Normative research reflects the spirit of reflection and criticism. At the same time research methods of micro perspective have psychology and behavior tropism, rational choice-oriented, participant observation of qualitative research, and case study method. Especially due to the virtual nature of the network, the researcher himself is a research tool, the conclusions can be explained by interaction of the researcher and research objects, or self-experience of the researcher.Usually, most of the researchers exert thinking modes which include binary opposition between subject and object and egotistical standpoint to understand the tension between the power and the internet freedom. By this way they can not fundamentally resolve conflicts between power and internet freedom. Therefore, on the one hand, we can not simply enlarge the effectiveness of political power; On the other hand, we argue against the simple judgment on internet freedom, which consider country usually associated with the negative effects of power and internet control imply Autarchy.How to solve the problem? We think the answers rest with the ecological power, expanding dialogue and relational rationality. First, we must change pattern and concept of power. Power is changed from the traditional hard power and modern repressed-dominant power to the post-modern ecological power. The ecological power advocates intersubjectivity and establishs a relationship discourse in cyberspace. Ecological power makes cyberactivists truly involve in the political process and refuses to regard power as the holds of person or organization. Although it looks as though the capabilities that power controls over cyberspace are weaken, in reality the ecological power can control over cyberspace farther than before and can maximize the freedom of the cyberactivist. Secondly, the development of the political power is a top priority. It is a positive political phenomenon that political power controls over cyberspace. The reason we emphasize the priority of political power bases on that power is able to play the role of protecting internet freedom, but not to strengthen the absolute force of political power. The political power must be socialized, changes the macro mode of internet control, and restores the excess power to the right in order to promote the equipoise between power and rights, state and society. Once again, we should carry out the expanding dialogue, achieve relational rationality of power and internet freedom. In western society, the dualistic and logocentric thinking mode leads power subject and people to constantly seek domination and control of the object. Which result in egotistic position. It is hard for the egotistical concept to solve the conflict between power and internet freedom, achieve the ultimate ideal of human complete freedom. Thus, it is important to change egotistic position, base expanding dialogue on the relationship of "I-thou". Expanding dialogue can expand the space of the subject from cyberspace to the real world or from the real world to cyberspace, and expand one-way egotistical position to bidirectional relationism. More importantly, relational rationality acts as intermediary in the process of expanding dialogue between power and internet freedom. The two sides of relational rationality are power-internet freedom. They are self-sufficient existence each other and that either of a couple will not assimilate other. Relational rationality can lead to optimal relationships rather than optimal unilateral policy. This means that minimizing hurt is priority and then pursue to maximize their own interests. Relational rationality determine the identity both of power and internet freedom, makes each other construct and be construct and ultimately produces internet collective force.So, political power and internet freedom can minimize the mutual damage, ensure the safety of the relationship and relationship benefits and open up greater potential benefits between the two sides. Ultimately, power achieves the best control state and attains harmonious relationship with internet freedom. This is perhaps the best way power and internet freedom avoid contradiction, eliminate the conflict and ultimately form internet new road of e-democracy.
