During the period of overall Anti—Japanese, it was essential for the government how to encourage youngsters over military age to protect our nation. Around the Anti-Japanese war, the enforcement of conscription system has ensured the institutional guarantee of the most large-scaled military manpower mobilization in Chinese war history. After Fujian Province began to attempt to carry out conscription system in June,1937, it has turned to Emergency mobilization. The paper is based on archival documents and civil research, and probes into how Fujian government encouraged strong men to fight in the frontline during the war and why people complaint about the process of conscript.The paper bats around military force in Fujian Province during the anti-Japanese war from six aspects. First, the background of the mobilization of troops in Fujian. There was a great disparity between the enemy and us, while we had a clear disadvantage and required more soldiers. The local government and the army have united, and the movement of resistance against Japan and save the nation from extinction rose which laid the foundation of the Movement. Secondly, the organizations of the mobilization of troops in Fujian. In order to meet the requirement of the war, the central and local military service agencies have adjusted their systems, and military service agencies divided into four types:military district agencies, military institutions at the county level, the national military service agencies and other auxiliary institutions. Thirdly, the legislations of military manpower mobilization. Military Service Law and its corresponding single regulations which provided the complete systems for mobilization system. Based on these, Fujian government implemented dozens of single military legislations in order to succeed in carrying out military manpower mobilization. The development of military manpower mobilization has experienced from self-propelling conscription to unified conscription, and eventually the unification of conscription, supplement and training. Fourthly, the preparation for military manpower mobilization in Fujian. Fujian government inspired the public, completed the Baojia system, publicized military service policy, and gave special treatment to the family of the wounded, which promoted the army to protect our nation.Fifthly, the specified practice of military manpower mobilization. The following points focus on the specified content:the soldiers were recruited according to their family situation, physical conditions, the order of the draw, and recruitment to the camp. Sixthly, the results and evaluation of military manpower mobilization in Fujian. Fujian government encouraged five hundred and ninety seven thousand soldiers and thirteen thousand educated youth to support the. frontline who have made great contribution to our nation. The rate has reached five percent which was above the average in our nation. Because of the intense situation in the frontline, the loose organization, the deficiency of public awareness, the social disorder, the deterioration of economy and so on, all these disadvantages were caused by the intrusion of the Japanese.
