That uphold and improve the party’s leadership is the inevitable requirement ofsocial management system innovation. How to innovate social management systemsis also an inevitable key issue for ruling party in improving the level of leadership andstrengthening governance capacity building. According to the objective reality, theparty leadership theory and practice of social management system innovation shouldadvance with the times. Then, the scientific level of the party leadership in socialmanagement system innovation is improving continuously.This article adhered to the basic point of view of the Marxist dialecticalmaterialism and historical materialism and used of the theory of the leadership of apolitical party and the ruling party-building theory. Meanwhile, with the analysis toolsof political science structural functionalism, it does research on how to leading socialmanagement system innovation in the period of social transition for the ruling partyfrom several angles of the party’s leadership, leadership philosophy, style ofleadership, leadership and leadership cost. Besides, it combos exploration course,analyzes restraining factors which affecting the social management system innovationin new era, explores realistic way, and combines improvement in the party’sleadership with raising the level of social and scientific management properly.In the preface, this paper describes the theoretical and practical significance ofthe topics. It collates and summarizes the existing research, outlines the frameworkand logical structure, introduces research methods, analysis tools, innovations andinadequate.In the first chapter, this paper defines the concept of the party’s leadership, socialmanagement and social management system. Social management system means thatall the Social management subjects formulated a series of the rich binding rules andprocedural arrangements in aspects of position and role in the social life, social affairs,social relations, and the relationship between its operation modes. Social managementsystem is a mechanism of social management system and system of laws and regulations, organizational systems and management arrangements. However, theruling party is the core. The purposes of social management system innovation areintegrating social resources, solving social problems, regulating the efficient operationof social management and maintaining the good order of the social management. Inaddition, the significance of innovation of system of social management under theleadership of the party, basic principles, key links, goals and directions are analyzed.In the second chapter, in order to clarify ideas and the context, the paper reviewsand studies the process of exploration of social management system innovation underthe party’s leadership. The historical process of social management system innovationunder the party’s leadership since the founding of New China is divided into fourhistorical periods. In the first period, the Communist Party of China became tounderstand and lead the social management activities preliminarily after being inpower. The party gave full play to the traditional political advantages, consolidatedthe party’s ruling status, and accumulated social management and constructionexperience. In the second period, the traditional social management system is formedand consolidated after the Eighth National Congress of the Communist Party of China.In the specific domestic and international context, this social management system hasplayed a certain function and role, and achieved considerable historical achievements.With the development of the times and practice, the limitations of the traditionalsocial management system gradually emerged. The party and the government hopes touse administrative means to evenly distribute the limited resources of the community,Theoretically the drawbacks of disorderly competition of capitalism seem to beprevented, limited social resources are efficiently used of in the short term, but infact,It was proved not to work. In the third period, the party’s guiding ideology andfocus changed after the reforms, and the strong idealistic social construction modewas over. The party just made partial adjustment of social management mechanismwhich was closely related to the economic system during the exploration of the socialmanagement system. But the idea and the principle has undergone major changes, theconstruction of the social management system show a bright prospect. In the fourthperiod, the party made the leading of people of all ethnic groups to continue to push forward reform and opening-up, promote social harmony, implement the scientificoutlook on Development. It is also a new start for the party to lead the innovation ofthe social management system, and to construct a new social management system inChina.In the third chapter, the article is mainly about the constraints analysis of socialmanagement system innovation under the party’s leadership. The analysis was carriedout from three logic level, the social management system, the leadership of the party,and the party’s interaction with the society. In the first level, particularity, complexity,and systemic of the social management system innovation was recognized. Theinnovation of the social management system could not go beyond this stage.Therefore, the main features of the current stage of the complex society needs to becarded. If the frame structure will be adjusted in deep-level, it is necessary to analyzethe deep-seated contradictions and the main difficulty. In the second level, theinnovation of the social management system put forward new requirements for theparty’s leadership level. Those requirements include a test of the ruling party and thegovernment’s overall leadership level and ruling ability from the macro, Partyorganizations at all levels of leadership skills from the middle, and a new challengefor the leadership of the party cadres’ quality from the micro. In the third level, thebenign interaction relations between the party and the society are facing newchallenges. If the needs of social development are not respond well and the extensivesocial identity is not won, that will damage the relationship between the party andsociety, and affect the party leading the society.In the fourth chapter, this paper mainly focuses on how to strengthen andimprove the party’s leadership, according to the analysis of the practical path of socialmanagement system innovation under the party’s leadership. Reform and opening uphas entered a key stage, the party and the country is confronted with hitherto unknownopportunity, and is also facing the contradictions and deep-seated problems in thedevelopment. Therefore, the task of the party’s leadership of social managementsystem innovation is very difficult. From the theory angle of party’s leadership andthe ruling party construction, the party should play advantage, foster the concept, improve the style of leadership, construct talent team, examine from the leadershipcost, and then create the new situation of the social management system innovation.In the last chapter, this article prospects the development trend and space of thesocial management system innovation under the party’s leadership. The ruling partyshould grasp the pulse of the times and lead social trend from the macro strategy, andenhance the level of leadership, meet the requirement of development, establish theparty for the public and rule for people from the practice, so as to create a newsituation of socialism with Chinese characteristics.
