The Rural Grass-roots Management System In Novation Research During The Tranformation Period

30years of reform and opening up, with the sustained development of economicand social, rapid development of industrialization and the urbanization, China’s ruraleconomic and social structure has changed. The rural grass-roots management showsmore highlights the importance,so the local government gives full play to the leadingrole, to reform and innovation the rural grass-roots management system, in order tobreak through the traditional urban-rural dualistic management system, and to explore amodern rural grass-roots management system.These constitute an important content oflocal government governance.This paper mainly takes the local government innovates in the rural grass-rootsmanagement system theory as the starting point, uses local government innovation inthe rural management system practice during the period of tranformation as the case,starts since the reform and opening up in different stages of local governmentinnovation and exploration practice of the rural basic management system, through theanalysis of the innovation of the rural management system of local governmentbackground, conditions, driving force, content, with the innovation of the ruralmanagement system has achieved and the new rural management system model hasformed, to explain the connotation of the innovation of rural management system inChina and its development trend.The whole paper can be divided into seven parts:This paper centres on the local government innovation of the rural managementsystem during the period of tranformation, analyzes the evolution and developmenttrend of innovation in the rural management system under different environmentalconditions, analyzes the obstacles and problems of local government innovation of rural management system, learns from experience and lessons of the theory and practice offoreign countries, advances the overall train of thought and countermeasure andsuggestion in the foundation the local government to further deepen the innovation andthe exploration of the rural management system.The first part is "Introduction ". Firstly, the issues raised in this paper, mainly fromthe rural management during the transition period of new contradictions and problems,shows that the old rural management system has been unable to meet the need of thesituation, leads the times major topic that to adapt to the situation development the localgovernment innovate the rural management system, and then on the basis of the analysisand research literature, expound the research value, clears the core and the direction ofthis study, the research methods and framework of analysis, put forwardcountermeasure, finally pointed out the innovation and shortcomings.The second part is "The basic theory of local government innovation of ruralgrass-roots management system ".
