The charity’s interest distributionbehavior is a signal of the popularity of the rights of the human. This kind of behaviorthat gain vulnerable groups’ profit by donation also suggests the improvement ofcivilization.Chinese contemporary philanthropy has its own development way, it hasexperienced from have to no, and no to have. If its starting point is the establishment ofCCTF, it has been about thirty years of Chinese philanthropy’s road to revive. After thedevelopment of1920s, in the new century, Chinese philanthropy has reached a fastdevelopment of “Golden Time”.However, rapid growth does not mean mature. Since entering the new century, aseries of bad news has pushed Chinese philanthropy in the teeth of the storm. A periodof time, there are many debates. Chinese philanthropy has made grate progress, butsimultaneously, it has encountered the biggest crisis of confidence, and much condemnboth in speech and writing. At the same time, how Chinese philanthropy continue todevelop exist dispute and debate.This article is from the author’s research interests and the realistic significance of the research question, exploring the management subject of Chinese philanthropy,charity organization, government and company’s behavior. Clarify their boundary of themanagement of charity, and further to put forward the suggestions of behavior reformand conception of building cooperation internet management pattern, to make an effortto Chinese philanthropy’s benign development.This paper is established in two dimensions. One is the structure of charitygovernance mode, namely, on the basis of the full perceive of the objective reality of thestatus of tripartite main body behavior, to identify the problems and propose reforms.The second is structuring the idea of charity governance, which is to explore how tobuild a cooperative relationship of trust between the three subjects. The urgent problemto solve is the charitable organization’s credibility building and the resolve of excessiveintervention in the government administrative powers. Specifically, the paper a total offive chapters, including:The first chapter is an introduction focused on the significance of the background,research questions, research methods, the basic framework of the thesis, innovation,deficiencies and the description of related literature review content. The second chapteris the study of the basic theory and analysis of charity governance practice. The third,four, and five chapters study from charitable organizations, government, enterprisetripartite body, but the focus of the study is slightly different. Based on expounding theconcept and types of charity organization, the historical evolution and development ofChinese charity organization, the third chapter mainly discusses from two aspects oforganizational ethical construction and ability construction. The fourth chapter is themain body of the research of the government. In the first section, it reviews therelationship between new China philanthropy development history and government. Inthe second section, it analyzes the offside and absence of main performance of thegovernment and the dominant mode of charity in China under the government leadingmode. On the basis of the analysis, the third section gives the suggestions to thegovernment behavior remodeling. The fifth chapter is the analysis of the enterprise.First, it gives the concept of enterprises and the social responsibility of the enterprise;And then it interpret the existing problems and causes of the corporate philanthropybehavior factors, China’s corporate philanthropy, all kinds of Corporate PhilanthropyEnterprise Charity status. Finally it looks into the new vision of the enterprises topromote the development of philanthropy. We can say that only the charity organization, government, enterprises of the threeparties assume responsibilities, confirm boundary and take positive action, charities canhave a sense of independence,which means being not dependent on both the government and the market; Enterprises can form the sense of social responsibility better, ratherthan devote to profit maximization simply; Donors may no longer donate passively butaccording to their own judgment, interests choose charities freely.More or less idealistic though the description above is, I hope philanthropy willplay a more important role in regulating the gap between the rich and poor, alleviatingsocial contradictions, promoting harmony society, cultivating the mental aspects ofcitizens by improving behaviors of the three main bodies.
