Research On The Development Issues Of Non-Government Charity In China

Philanthropy is an important public welfare job. It plays a very active role in narrowing the gap between rich and poor, alleviating social conflicts, improving the living standards of poor people, enhancing the social standards of morality civilization and promoting social harmony. In the2005"Government Work Report", premier Wen Jiabao clearly stated to "support the development of philanthropy". After this, during the "Eleventh Five-Year" period, china’s philanthropy improved year by year, which means that our philanthropy has entered a stable development stage. On July2011, Ministry of Civil Affairs promulgated the "China Charity Development Guidelines (2011-2015)", which proposed to fulfill people’s charity requirements, continue to accelerate the improvement of charity laws, regulations and policies in order to promote philanthropy all-around and healthy development. Compared with the beginning of reform, we have got a big progress, but there are still too many issues need to be solved, such as government intervention, lacking of credibility of charitable organizations, lacking of legal protection. One of the reasons is that the development of non-governmental charity is not enough, not fully functioning civil forces to participate in charitable and regulatory. Therefore, in the "Twelfth Five-Year" period, it’s necessary to push china’s charity more non-governmental and professional.The purpose of this paper is to analyze the reasons for the slow development of non-governmental charity in china, pointing out that the main factors affecting their development. By analyzing the development models in different countries, sum up their successful experience, which can be used to guide our philanthropy development.This paper can be divided into five parts:The first part describes the paper’s background, research meanings and theoretical foundation. The second part mainly analyzes the necessity and significance of developing non-governmental charity in china. The third part focuses on the analysis of the development status, issues and influencing factors of the non-governmental charity. The fourth part concretes on the introduction of the U.S., UK and Singapore’s philanthropy development model and experience. By considering the major factors of influencing china’s non-governmental charity development, foreign experience in the development of philanthropy and national conditions of China, some suggestions have been pointed out in the fifth part, which are hoped to be useful for the development of non-governmental charity in china.
