As a piece of important work of the Party and government, rectifying workconcerns the overall situation of anti-corruption bid, fundamental interests of themasses and the construction of a harmonious society. This paper expects to achievethree purposes based on national conditions and province-circumstance of Liaoningfrom the point of view of the construction of an efficient, uncorrupted and responsiblegovernment-first, recognize characteristics of the current government rectifyingmode in China in combination with practical experience of government rectifying inrelated regions in China; second, put forward a clear systematic governmentrectifying mode by discussing the performance of inadaptation of the traditionalrectifying mode in the new period and its reasons; and more importantly, carefully think about the application of systematic rectifying mode, especially the process andmechanism of realization and challenges confronted. Comprehensive research on thesystematic rectifying mode has certain guiding function for the practice of theChinese government, especially the practice of administrative supervision.The first chapter concludes the in-adaptation of the current mode of theunhealthy tendency correction by the contrast between ‘ideality and reality’ and a newmode of the unhealthy tendency correction (i.e., the systematic mode of the unhealthytendency correction) is needed to replace the current one. The systematic mode of theunhealthy tendency correction must adapt to the requirements of globalization,restrain the extension of unhealthy tendencies in the whole world, keep up with thepace of informatization so that cases can be handled rapidly and timely feedback canbe got, avoid malpractices resulted from marketization to display the justice andequity of the mode of the unhealthy tendency correction, watch out for ‘new faces’ ofunhealthy tendencies under the background of efficient development of theindustrialization, and master laws in which unhealthy tendencies are generated in theprocess of urbanization development to lay a favorable foundation for the smoothdevelopment of ‘five modernizations’. In practical work of the unhealthy tendency correction, we will still be restricted bymany factors if we want to satisfy the requirement of systematization really. Thischapter mainly discusses the restriction in two parts. The first part tells the subjectiverestriction of the systematic mode of the unhealthy tendency correction. Fromperspectives of decision makers, performers and supervisors, it elaborates subjectivefactors restricting the implementation of the systematic mode of the unhealthytendency correction. The second part narrates the objective restriction of thesystematic mode of the unhealthy tendency correction, including the leadershipstructure and the working mechanism that need be improved, theoretical researcheswhich need be enhanced, the construction and the supervision function of theunhealthy tendency correction need be exerted further, and the methods and thetechniques of the unhealthy tendency correction need optimization and innovationetc.The fifth chapter explains how the systematic mode of the unhealthy tendencycorrection should be developed. The thesis uses the method of case analysis, beginswith the unhealthy tendency correction in Panjin City and settles how the unhealthytendency correction in Panjin City can gradually walk towards the systematic mode ofthe unhealthy tendency correction. |
