Research On Grass-root Governance Promoting By Grass-root Party Building Innovation

The innovation of grass-roots Party building is the continuous breakthrough and progress of grass-roots Party organizations in the process of self-construction and self-development,and is the inevitable requirement of grass-roots governance under the new situation.The grass-roots level includes many fields,and the community is the most representative type of grass-roots level.In the community,we can see the people’s multiple yearnings for a better life,as well as the intersection of complex contradictions.For this reason,grass-roots party building and grass-roots governance are extremely important work,although the work of the two has its own priorities,but the work objectives and tasks of the two are also in line.Finding the meeting point,innovating the system mechanism and cooperating efforts are not only the inherent requirement of Party building innovation at the grass-roots level,but also the only way to improve the governance at the grass-roots level.In view of this,it is an important subject to study the practice of promoting grass-roots governance through Party building innovation at the grass-roots level.Since the establishment of Binhushiji Community in Hefei in 2012,it has made some achievements in the practice of promoting community governance through the innovation of community party building.At the same time,there are many representative problems and dilemmas.The main manifestations are: first,the weak strength of grass-roots party building;second,the insufficient breakthrough of system and mechanism;and third,the uneven quality of organizational development.The causes of the dilemma can be summarized as follows: grass-roots party building;There are five aspects: inadequate innovation,the "two skins" of Party building governance,the irrational game of multi-subjects,the conflict of problems and authority,and the rapid change of network.In view of the above problems and dilemmas,the article,on the basis of referring to the relevant theories and combining with the reality of Binhushiji Community,puts forward the path exploration of grass-roots Party building innovation to promote grass-roots governance.From the perspective of leadership management system,it is necessary to strengthen the top-level design,innovate organization leadership system and improve talent development mechanism;from the perspective of improving the mechanism of organizational co-construction,it is necessary to expand grassroots democratic participation and optimize it.From the perspective of constructing the responsibility evaluation system,we need to implement the responsibilities of Party building at the grass-roots level and establish scientific assessment and evaluation.From the perspective of exploring the Internet party building path,we must occupy a new position in publicity and education and create new channels for serving the masses.
