Government Cultural Studies

With development of global economy and progress of the society, building a service government has become an essential task for current China. The concept of reconstructing service government culture has emerged, as it will facilitate the formation of a democratic government with service function. The research purpose of the thesis is to give a solution to reconstruct the government culture in the new era. This paper also defines the concept of government culture and its features and functions.The paper will illustrate the above topic from the following aspects.1. Introductory part provides theoretical basis of the whole paper. It identifies major research domain and issues. An analysis is given to previous research achievement with regard to foreign and domestic government culture. This part also highlights the importance and significance of the research. Some innovative ideas are included.2. The first chapter lists related theories and concepts. It clarifies the relation between culture and government culture, government and government culture, as well as government and party. It tries to form a framework of China’s government culture, which serves as a base for further discussion.3. The second chapter gives an outline of government culture. It introduces its inner structure and illustrates various levels and their significance, differences and functions. Via historic study, it outlines the government culture development along the history, which supplies the historic support for current study.4. The third chapter probes into the factors and related issues which will affect the construction of China’s government culture. An in-depth analysis is given to current situation, pointing out problems arising from the procession. A solution is offered in this chapter as to how to combine the tradition and modern concepts and how to compromise the conflict between western governments and their counterpart in China. 5. The forth chapter discusses how to nurture government culture in new times, which is based on the previous theoretical and practical studies. Three aspects are highlighted in this chapter, namely, culture, government practice and the principal part of government culture. This chapter systematically answers the question of how to reconstruct China’s government culture.To sum up, this paper follows a scientific outline, which first depicts the theory of government culture, and then analyzes the relations among key elements in the framework of building up government culture. This paper also records the conflicts, finds out underlying reasons and offers solutions to them. Finally a model of government culture construction is suggested.
