Study On Local Government Scale From The Perspective Of Organizational Integration

Abstract/Summary:
"In modern world, a continuously developing industry seems to be state organs." The history of political development at all times and in all countries also shows that government scale has been expanding with the improvement of human civilization and development of society and economy, "since government has been meeting the needs of both state and human society after its coming into being and the process of its development is an objective historical one independent of man’s will.’Especially nowadays, decentralization enables local government to have more functions, resources, financial and administrative power. The scale of local government hence presents a tendency of continuous increasing. It goes without saying that this phenomenon originates from the expanding nature of local government’s interests and power. However the fundamental reason lies in that effective transition from administrative decentralization to economic decentralization has not been achieved in China, which, to a great extent, is characterized by unreasonable integration among market, society and government and within governments. Research on the scale of local government from the view of organizational integration helps to make up the flaws left by the approach of politics, economics and law, thus achieving reasonable scale of organization.With the scale of local government as a main subject and organizational integration as a theoretical tool, this dissertation starts from the introduction of primary concepts and theories, respectively illustrates the integration among local government, society and market, integration of local government interests and ideas, integration of institutions, process integration and its relationship with local government size.It composes the following parts,120,000 words in total:Introduction:the history of research question selection, research significance, logic, methodology and the creation. Chapter I:Theory review of organizational integration and the scale of local government. In this part, comprehensive investigation and analysis on research question is conducted. Literature review on relevant research is also included. It further explains the relevance between the theory of organization integration and the scale of local government and its application in the research on this. Based on these, it generalizes general types of organizational integration under the influence of various leading factors, and their corresponding types of local government scale, that is, authoritative integration---strictly hierarchical local government with identical responsibilities; competitive integration---flat local government; cooperative integration---network local government; fuzzy integration---complicated local government.Chapter II:From the angle of integration among local government, society and market, it analyzes the reason of local government’s existence and its increasing scale. Its scale actually reflects the integration among society, market and local government and its effects. In terms of political economics, the existence and expanding of local government is inherently reasonable. However, government failure leads to limited acts and functions of local government. Furthermore, with the changing functions, the scale of government is also changing and is essentially a result of integration among local government, society and market. The capability of social organizations directly influences the scale of local government. Enhanced capability of social organizations enables them to be a bridge linking market and local government and effectively carry out functions transferred by local government, thus bringing the scale of local government under control. Reasonable scale of local government should be the result of appropriate integration between local government and society.ChapterⅢ:It analyzes the scale of local government from the angle of ideas and interests. Interests are the essential motives for the changes of local government behaviors and the expanding scale of local government. As an informal institution, local government’s ideas to a great extent decide the development of local government, and further the scale of local government. Starting with the integration of interests, this part discusses differentiation and heterogeneity of local government interests and analyzes conflicting interests of local government. Thus it is recognized that the integration and restructure of interests of local government is the core of optimized scale of local government. Furthermore, it discusses traditional ideas of government management and recreation of government ideas at present. Local government with different ideas has different types of scale, thus, the integration of government ideas pave the way for reasonable scale of local government.ChapterⅣ:Focused on institutional integration, it defines relevant concepts and describes that the scale of local government is in fact the external manifestation of institutional integration. Rigid constraints of formal institution are fundamental to optimization of scale of local government. Formal arrangement of local government in finance, organizations and personnel limits the bodies of local government behaviors and regulates its resources and operation. Thus, the scale of local government is marked by the scale of finance, of organizations and of personnel. This part further examines the growing tendency and impact factors of the three aspects, and discusses the integration of the three.Chapter V:It analyzes from the angle of process integration. Focused on inner working process of local government, this part studies the relationship between process integration and the scale of local government and puts forward the basic goal of local government’s process integration, seamless management. Effective process integration can improve the effectiveness of government and is a guarantee of optimization of local government scale in terms of process.Conclusion and prospect:Based on the above analysis, this part formulates a four dimensional frame of complicated integration system of local government. The scale of local government is the result of a series of interactive integration and attributes to fuzzy integration. It further puts forward measures of reasonable scale of local government and research to be done.
