Study On KMT And CPC’s Cultural Policy During Anti-Japanese War

Culture is the vein and soul of a nation. The power of culture is deeply rooted inthe vitality， creativity and cohesion of a nation， culture is essential for thedevelopment of a nation. Culture of the Anti-Japanese War is the best interpretationand proof. When we look back on the war-torn history and the great movement of theAnti-Japanese War， we can come to a conclusion that the prosperity of theAnti-Japanese War culture is guided by the cultural policy of the party. Strengtheningthe research on cultural policies of Communist Party of China（CPC） and ChineseKuomintang（KMT） during the Anti-Japanese war and drawing lessons from historywill bring a series of the important inspiration and reference to develop an advancedsocialist culture with chinese characteristics，even to construct a strong socialistculture country with chinese characteristics.The dissertation sums up the latest research results on cultural policy of KMTand CPC， learning from the beneficial ingredients of the theoretical study on culturalpolicy in the academic community including history，political science，sociology，education，cultural policy and others comprehensively， and guided by the Marxism.The thesis is based on the historical documents of KMT and CPC，and on theimportant discussion on cultural policy of the leaders. The thesis begins with evolvingof the cultural policy of KMT and CPC，tracks cultural policy ’s change of CPC andKMT in the background of Anti-Japanese War，discusses a series of problems on themain features and practical significance of the cultural policies of the two parties fromPartial Anti-Japanese to All Country Anti-Japanese and to the final victory ofAnti-Japanese War，from1931to1945.First，the dissertation sums up the research literature on cultural policy of CPCand KMT，elucidats and evaluats the main points，the research level， the focus ofdebate，the problems and causes of the cultural policy of the two parties. At the sametime，the thesis clarifies the theoretical and practical value of comparative study oncultural policy of the two parties during the Anti-Japanese War.Secondly，the dissertation provides an overview of the guiding ideology of thecultural policy of CPC and KMT，their similarities and differences which are the keypoints of studying on the production and implementation effect of the two parties’cultural policy.New Democratic Culture and Thought is the guiding ideology of thecultural policy of CPC.The production and development of the scientific， popular，advanced and anti-Japanese cultural policy is under the guidance of the New Democratic Culture and Thought. The Principles of the “Three People”（Principles ofNationalism，Principles of Democracy，Principles of People’s Livelihood） is KMT’sguiding ideology of the cultural policy．KMT both flaunts to follow the ThreePrinciples of the People and tampers with the Principles of the “Three People”，whichbrings both enlightened cultural policy and vacillating cultural policy between thecultural policy of the authoritarian and the hostile cultural policy toward progressivethoughts，and ultimately to the authoritarian and reactionary.Thirdly，the dissertation elucidats the main contents of the cultural policy of thetwo parties comprehensively，including the News Propaganda Policy，Literature andArt Policy，Education Policy，and Intellectuals Policy，theoretical generalization andenhancement are done for the wartime cultural policies on the basis of the historicaldata. The cultural policy of CPC epitomizes service for the war，plays an importantrole for the victory in Anti-Japanese war，the distinctive and firmness of the policyexpresses the communists’ persistent and steadfast to pursuit of Marxist truth. Thecultural policy of KMT has always been representing the interests of the landlords andbourgeoisie，because of the limitations of the class，the cultural policy of KMT in theearly and the late stage of the Anti-Japanese War is different.The cultural policy ofKMT has a dual nature that is mainly autocratic，which brings a negative impact onAnti-Japanese Cultural Movement and Anti-Japanese War.
