With the development of economic globalization, the position and role ofknowledge has been elevated in economic growth. Culture and cultural industriesbrings greater benefits for countries. Cultural industries gradually become a pillarindustry. At present, the pattern of cultural pluralism has been formed, western culturerepresented by American and British culture has integrated with Oriental culturerepresented by China, Japan and South Korea. Culture industries in western countriessuch as U.S have accounted for a large proportion of the global cultural market evendeveloped to be hegemonic culture eroding the culture field of other countries.Therefore, it is important to improve the international competitiveness of culturalindustries and build a country with a strong socialist culture.China’s cultural industry started late and accounted for a very small proportion ofinternational market. However, in recent years, Government has a higher degree ofconcern and attention of culture and cultural industries.“Decision of the CPC CentralCommittee on Major Issues Pertaining to Deepening Reform of the Cultural Systemand Promoting the Great Development and Flourishing of Socialist Culture” stressesthe importance of cultural development, points out the direction of China’s socialistcultural development, and provides power to build a country with a strong socialistculture. Northeast region as an old and revitalizing industrial base needs to rapidlydevelop cultural industries and take advantage of its economic growth to promoteregional economic development.Studying the state and problems of culture industry development in Northeastregion has great significance in promoting its economic growth. In current society,Marxism guiding China’s cultural development, Scientific Outlook on Developmentpromoting the development of cultural industries, requested by people cultural life,supported by new scientific technology, cultural industries embraces a new era. Cultural industry is going to be a new economic growth pole. Under such background,studying the cultural industries of Northeast region has contributed to our socialistcultural and ethical progress, building the country with a strong socialist culture andrevitalization of northeast old industry bases.The study guided by the industry theory and the theory of economic growth,based on the statistical data, analyzes the state, problems and impact factors ofNortheast cultural industries in detail, explains clearly the position and effects ofcultural industries on Northeast economic development, and evaluates Northeastcultural industrial competitiveness. The study aims to claim the real situation and theexisting problems of Northeast cultural industries and propose remedial measures.The study also hopes to make benefit for solving the problems of the cultural industrydevelopment of Northeast, promoting cultural industry development and achievingrapid economic growth of Northeast.The study has seven chapters divided into three parts. The first part consists ofChapter one and Chapter two, which is the theory basis of the study. The second partcovers from Chapter three to Chapter six, which analyzes the state of culturalindustries of Northeast. The third part equals to Chapter seven, which concludes thewhole study and presents corresponding measures.Chapter One analyzes the background, introduces the great theoretical andpractical significance in studying the cultural industry development and describes thecurrent domestic and foreign research on the cultural industries, as well as paperstructure, research methods, data sources.Chapter Two demonstrates the concepts and theories related to cultural industriesmainly focused on the concept of industry, cultural industries and market and statesthe industry theory and the theory of economic growth.Chapter Three analyzes the current state of Northeast cultural industriesincluding Northeast development course, industry structure and current state ofcultural industries and the cultural competitiveness.Chapter Four analyzes the problems of Northeast cultural industries based on theanalysis of Chapter Three, which is the main part of the study. It is supposed to recognize the causes and the influent factors to figure out a way solve the problem.Chapter Five states the relationship between cultural industries and economic growthin Northeast. Through analyzing the value-added of the tertiary industry, cultural industryinvestment, the study concludes that there is a positive correlation between cultural industrydevelopment and economic growth in Northeast. Cultural industries affect industrialstructure, industrial competitiveness, and industrial clusters.Chapter Six analyzes the status of Northeast cultural industries in China. The study statesthe development of cultural industries in China and abroad and recognizes the position ofNortheast cultural industries in geographical distribution and cultural recourses.Chapter Seven presents measures to promote the development of Northeastcultural industries and makes conclusion.The study demonstrates that Northeast industrial structure is irrational, tertiaryindustry is relatively backward, cultural industry needs to develop. Northeast regionhas a certain cultural resources but low efficiency of resource utilization, lackscultural infrastructure and the cultural industry investment, and locates in a weakposition of cultural market result of low cultural industry competitiveness. At present,the problems in the development of Northeast cultural industries lie in the aggravatingcontradiction of cultural market supply and demand, shortage of workers in thecultural industry, weak cultural industry competitiveness, and lack of governmentsupport. Human resources, capital investment, government-oriented, public awarenessand industry internal factors all affect the development of regional cultural industries.To solve these problems, we should take the actual development of the Northeast intoaccount, fully play the role of government in promoting cultural industry development,train talents, encourage innovation and improve the competitiveness, protect culturalresources, take the advantage of national culture, and implement “going global”strategy.
